Mr. Carnes holds a Bachelor of Science in Police Administration from Eastern Kentucky University and has more than 20 years of professional law enforcement experience across multiple operational and supervisory roles. He maintains a Kentucky Career and Technical Education teaching certification and is credentialed as a Kentucky Law Enforcement Instructor, American Heart Association Instructor, and Stop the Bleed Instructor. His professional development includes extensive training accredited through the Kentucky Law Enforcement Council, supporting both instructional leadership and industry-aligned program development.

Mr. Carnes has a personal/professional plan to grow as an educator while keeping up with industry standards and changing doctrines.
Mr. Carnes will continuosly seek out training opportunites provided by the district, LAPSEN, and surrounding industry partners that will enhance instruction to students and provide additional value and certification where applicable.
APS, also called the sergeant’s academy, is a three-week, 122-hour training program targeted for newly promoted sergeants or officers who are on their agency’s promotion list to become sergeants.
While in APS, students participate in classes focusing on the role of a supervisor, leadership, resolving conflict, managing diversity, monitoring officer performance, professional image, legal issues for supervisors, ethics, interpersonal communication, effective written communication, making decisions, solving problems, managing critical incidents, public speaking, emotional survival, media relations and others.
The graduating class is the 83rd to complete APS since the program began in 2003.
