Ms. Muscia grew up in Livingston Manor and graduated from Livingston Manor Central School. She holds a degree in Computer Engineering Technology and has worked for Elevance Health for over 25 years. Ms. Muscia currently lives in South Fallsburg with her husband and two children. Her son is a Fallsburg graduate and her daughter currently attends Fallsburg. Ms. Muscia taught religious education for many years in Monticello and was a Girl Scout troop leader. She has also volunteered in the district in classrooms and with the Robotics program. She believes that “education is the most powerful investment we can make in our children’s lives. We all must come together and be partners in this endeavor if our students are to be successful, both in school and in life.”

A graduate of Brooklyn College, Ms. Kates was employed by the Fallsburg Central School District for 33 years. She was PTO president for 5 years prior to becoming an employee of the District. Ms. Kates was one of the first parent volunteers in the elementary school starting in 1979, and she has worked closely with many teachers over the years.

Colleen grew up in Northern Virginia, just outside Washington, D.C., before attending the Rochester Institute of Technology, where she graduated early with a Bachelor of Fine Arts in Advertising Photography. After living in New York City for 14 years, Colleen and her family relocated to Glen Wild, where she now resides with her husband and two children, both of whom attend Fallsburg Central School District.
For the past 17 years, Colleen has owned and operated her own still-life photography business, where she specializes in capturing the beauty of everyday objects. Her entrepreneurial spirit and creative expertise have been integral to her success, and she brings these qualities to her role as a member of the Fallsburg School Board.
In addition to her professional career, Colleen has been deeply involved in her local community. She is currently the president of the BCES PTA, where she has worked tirelessly to support both students and teachers. Colleen and her husband also co-founded the Fallsburg AYSO soccer league in 2024, providing local youth with opportunities to stay active and engaged in their community.
Colleen is a strong advocate for fair and equitable education for all students and is committed to ensuring that every child has access to the resources and opportunities they need to succeed. She enjoys collaborating with the community and school staff, always striving to make Fallsburg a welcoming, supportive, and thriving environment for all.

After moving to Sullivan County before her 4th grade year, Mrs. Williams’ Sullivan County educational journey began at Benjamin Cosor Elementary School and continued through Fallsburg Jr. Sr. High School, where she had the opportunity to grow within this vibrant community. After graduating, she attended Hofstra University, Santa Barbara City college and ultimately earned her Associate's Degree in Business Management from SUNY Orange, which laid the foundation for her career and community involvement.
She is deeply committed to supporting our students, and as an active member of the Benjamin Cosor Elementary School PTA, she works alongside fellow parents and staff to ensure the best educational experience for our children. In addition, she is a dedicated member of our local community, working at the family-operated funeral home, where she has the privilege of serving local families during some of their most difficult times.
She resides in Woodbourne with her husband and son, who currently attends Fallsburg Central School, and she is excited to be a part of his educational journey as well as work on behalf of all students in our district.
As a School Board Member, my focus is on supporting the needs of our schools, students, and families to help create a nurturing and empowering environment for learning.

Ms. Franco was born in Brooklyn, NY, but was raised in Sullivan County. She graduated from Monticello Central School District. She attended Long Island University - CW Post Campus for her Bachelor's degree in Childhood Education. She continued her education through Long Island University and received her Master's degree in Literacy Education. Ms. Franco currently owns and is the director of Bright Eyes Child Care Center located in Rock Hill, NY. Ms. Franco currently lives in Mountain Dale with her husband and her dog, Bella. She is very excited to be a part of the Fallsburg School District School Board. She says "I look forward to all the wonderful things that we can accomplish together and I feel very special to be included!"
