A hole has to be dug for a foundation when you are building a new house or, adding an extension onto an existing home.

Full Basement - Crawl Space - Slab
Full basements can be different heights. If the budget allows, you can opt for taller foundation walls. There are headers and mechanicals that run along your basement ceiling making the ceiling height below these areas shorter. Taller walls helps maintain a more comfortable height below these areas. Keep in mind, the taller you go the higher the cost.
Slab's and crawl spaces are less expensive to build because the cement foundation walls would be shorter and the hole shallower, approx. 3' tall walls.
The town your home is located in dictates the type of waste removal system the homes in the neighborhood have
If your town has an established sewer system then the excavator would dig and connect to the public sewer main.
If there are no public sewers, then each individual home requires a cesspool system made up of a septic tank and leaching pools.
The size of the cesspool system is based on the number of bedrooms. New Construction Houses typically require new systems, Renovations may require new or expanded systems based on the number of bedrooms being added.
An important part of building a home, which often times does not get enough attention, is the Rain Water Drainage Plan.
Having a dry basement is not a guarantee on Long Island, in fact majority of the homes have water intrusions at least once a year.
The Rain Water Drainage Plan Includes:
Gutters - Downspouts - Drywells - Property Grade - Yard Drains
Gutters and downspouts collect the rain water from the roof and carry it underground to drywells keeping water away from the foundation and out of the basement.
Every home needs utilities to run the home

Electric, Cable & Telephone are typically run over head but may have an option to be upgraded and run underground.
The excavator has to dig trenches to run these underground lines
