The Council for the Homeless is a non-profit organization whose mission is to provide community leadership, compelling advocacy, and practical solutions to prevent and end homelessness in Clark Count Washington.
They are currently providing rent assistance for up to three months past due rent.

REACH believes that everyone deserves a home! Currently providing over 2,300 homes to families in the Portland and SW Washington areas.

Vancouver Housing is an affordable-housing community for families located in the City of Vancouver. The housing consists of 70 units: 1, 2, 3 bedroom apartments for families who need financial assistance with incomes no greater than 60% of Clark's County median income.
We currently only have 2 & 3 bedroom apartments available.

In an effort to curb the number of potential evictions, Clark County is participating in the Eviction Resolution Program. This program provides access to mediation between tenant and landlord in the event that eviction is imminent.
Clark Public Utilities is one of the largest energy providers in Clark County. They offer a variety of utilities assistance programs and have added some during the pandemic - check out the links below for each.
Low Income Home Energy Assistance Program (LIHEAP) Grant : The program assists in paying your bill for the specific type of energy you use to heat or cool your home. There is an application process and income requirements. You can find the income requirements here and start the application process by calling the number below:

Guarantee of Service Plan (GOSP) : This plan works towards helping you eliminate already built-up debt on your ELECTRICITY bill. Eligibility is determined by household income. These requirements can be found here. To apply call the number below:

Senior Citizen Rate Credit : For our families with guardians that are 62 and over and make less than $33,820 annually and have lived in Clark County for at least one year. This program adds a 75% credit to your winter heating bill. To apply call the number below:

Operation Warm Heart : This income based assistance program is for families in crisis pay for their ELECTRIC HEATING bill. It covers families that do not qualify for any other assistance programs. To apply call the number below:

Another major energy provider in our community, Northwest Natural Gas is offering a few payment options to help customers with their bills.
NW Natural customers should call: 800-422-4012
Equal Pay : This program takes into account your unique energy use patterns and creates a bill that mirrors your usage. Families who have a current NW Natural energy bill that is less than $10.00 should enroll!
Level Pay : If you have past due bills this plan is for you. This program allows customers to pay a small portion of the total balance plus an equal installment each month until the debt is paid in 12 months.
Current Bill Plus : Another option for customers with an overdue bill. This plan allows a customer to pay a small portion of the total balance plus the current bill until the debt is paid off.
Clark Regional Wastewater District cannot legally forgive or waive sewage fees. They have created temporary relief plans that can be found here. They do offer a program for low income senior citizens -
