The Primary Talent Pool consists of K-3rd grade students who indicate high potential in one or more areas and may need early enrichment to nurture the development of their talent area(s). Students selected for the Primary Talent Pool are NOT automatically identified as gifted upon entering the 4th grade. Kentucky students are not identified as gifted until the 4th grade. The formal gifted identification process takes place during the 4th-12th grade school years and is based on certain criteria in Kentucky's gifted regulations.
Gifted students (grades 4th-12th) are those who perform (or show the potential to perform) at remarkably high levels of accomplishment when compared with others of the same age, experience, or environment. With abilities significantly above the norm for their age/grade, these students require extra support to reach their full potential and have different academic needs than their peers. Gifted identification includes a combination of formal measures, informal measures, and objective-based eligibility criteria (per Kentucky regulation 704 KAR 3:285). A minimum of three pieces of evidence must be utilized in the nomination process.
