There are no perfect definitions for the terms city and town. 

A city is a concentrated center of population that includes residential housing and, typically, a wide variety of workplaces, schools, and other permanent establishments as well as a transportation network.   

A town is a place similar to a city but generally smaller than a city. 

A village is a community made up of a small number of houses, usually in a country area. A village is smaller than a town or city. The number of inhabitants can range from a few hundred to a few thousand.
