After identifying specific needs in the Comprehensive Needs Assessment, stakeholders should choose evidence-based activities that are likely to work in the local context. These activities are more likely to improve student outcomes, but their success also depends on how well they align with ongoing efforts, the population served, and the local capacity, such as funding, staff skills, resources, and stakeholder support.
Describe the T4PA programs and activities the LEA proposes to implement. This plan must include, as applicable, descriptions of any partnerships with public or private entities with a demonstrated record of success.
Include two Objectives and Measurable Outcomes.
The description should include two measurable outcomes that meet the intent and purposes of Title IV, Part A.
The description should include two objectives (activities and/or programs) that the LEA, or consortium of such agencies, will carry out to meet the intended outcomes under Title IV, Part A. Each objective and measurable outcome can be written as one paragraph or as separate paragraphs. Each objective and measurable outcome should align with the S.M.A.R.T. Goal format.
The description should include how the LEA, or consortium of such agencies, will periodically evaluate the effectiveness of the objective and measurable outcomes over time. [ESSA, section 4106(e)(1)(E)].
Do the evidence-based activities address the identified needs in the Campus Improvement Plan?
Will the interventions (activities) provide strong or moderate evidence of improvement in the identified student population?
Will the interventions be equitable and inclusive for the identified student population or should another activity be considered?
Does the district have the resources (personnel, technology, etc.) to implement this activity? If not, should staff development be considered, or should a different activity be chosen?
Does the potential outcome justify the cost (resources), or are there more cost-effective options?
How will the chosen activity be sustainable over time?
Does the activity align with the Title IV, Part A allowable use of funds criteria?
