The LEA’s application must Include a description of how the LEA will periodically evaluate the effectiveness of their program activities based on these objectives and outcomes (as required by ESEA section 4106(e)(1)).
To improve implementation, it’s essential to assess how activities are working and use that information for mid-course corrections, continuous improvement, and planning next steps.
To ensure compliance with T4PA (Title IV Part A) requirements, LEAs must maintain several forms of documentation locally and be prepared to provide them to the TEA (Texas Education Agency) or an auditor upon request. Ensure you are aware of all documentation requirements and reporting deadlines to maintain compliance.
Documentation: LEAs should keep comprehensive records of compliance with T4PA requirements, referring to the Program Guide and other relevant resources for guidance on necessary documentation.
Annual Reporting: Specific federal compliance reports for Title IV, Part A are required to be submitted annually.
For Title IV, Part A under the ESSA Consolidated Federal Grant Application, the program compliance reports are due by September 30, 2024.
These reports need to be completed by all LEAs that applied for funding in the 2023-2024 grant year, whether individually, as fiscal agents, or as part of shared services arrangements.
The reports, which gather data on program participation, expenditures, and compliance, can be accessed through eGrants on TEAL. To view your compliance reports, log into TEAL, select eGrants, and then click on Compliance Reports in the menu bar.
Reports are due via eGrants by September 30, 2024. Reports submitted after the due date or not submitted may result in points added to the LEA's risk assessment.

The Department of Education requires TEA to collect and publicly report how all LEA T4PA funds are being expended per content areas by Federal Fiscal Year (FFY) and the degree to which progress has been made toward meeting program objectives and intended outcomes.
