The LEA’s application must Include a description of how the LEA will periodically evaluate the effectiveness of their program activities based on these objectives and outcomes (as required by ESEA section 4106(e)(1)).
To improve implementation, it’s essential to assess how activities are working and use that information for mid-course corrections, continuous improvement, and planning next steps.
To ensure compliance with T4PA (Title IV Part A) requirements, LEAs must maintain several forms of documentation locally and be prepared to provide them to the TEA (Texas Education Agency) or an auditor upon request. Ensure you are aware of all documentation requirements and reporting deadlines to maintain compliance.
Documentation: LEAs should keep comprehensive records of compliance with T4PA requirements, referring to the Program Guide and other relevant resources for guidance on necessary documentation.
Annual Reporting: Specific federal compliance reports for Title IV, Part A are required to be submitted annually.
For Title IV, Part A under the ESSA Consolidated Federal Grant Application, the program compliance reports are due by September 30, 2024.
These reports need to be completed by all LEAs that applied for funding in the 2023-2024 grant year, whether individually, as fiscal agents, or as part of shared services arrangements.
The reports, which gather data on program participation, expenditures, and compliance, can be accessed through eGrants on TEAL. To view your compliance reports, log into TEAL, select eGrants, and then click on Compliance Reports in the menu bar.
Reports are due via eGrants by September 30, 2024. Reports submitted after the due date or not submitted may result in points added to the LEA's risk assessment.

The Department of Education requires TEA to collect and publicly report how all LEA T4PA funds are being expended per content areas by Federal Fiscal Year (FFY) and the degree to which progress has been made toward meeting program objectives and intended outcomes.

As we approach the beginning of a new grant year, we wanted to reach out to provide updates and reminders for LEAs that participated in the 2023-2024 Random Validations Monitoring process and received an “Improvement Needed” status.
LEAs that received an “Improvement Needed” status are required to resubmit documentation showing evidence of compliance for the 2024-2025 year by September 30, 2024. LEAs required to resubmit documentation will be sent a reminder email via the Smartsheet WorkApp system on July 29, 2024. ESC WorkApp communication list contacts will be copied on the emails. In the email, LEAs will be provided with a link to access the timeline and documentation submission instructions. We will advise LEAs to access the program-specific 23-24 RV Handbook for information related to the documentation required to be submitted. The program-specific handbooks can be found on the FPC RV Webpage. LEAs will be submitting documentation using the FPC Program Monitoring Validations WorkApp system.
ESCs with LEAs that are required to resubmit documentation will need to submit the following Smartsheet Form (1 form per LEA) by September 30, 2024: 2022-2023 Random Validation ESC-LEA Technical Assistance Form. For your convenience, the form has also been linked to the WorkApp listing (see screenshot below). The LEAs required to resubmit have already been updated in the WorkApp and ESC WorkApp Contacts are able to view the LEA listing for their respective regions in the Program Monitoring Validations WorkApp: ESC View 23-24 Resubmission FPC RV Phase 1 and ESC View 23-24 Resubmission FPC RV Phase 2 (see screenshot below). Please note that if your ESC does not have any LEAs that are required to resubmit documentation, when you click on the ESC View link, the WorkApp will show a blank screen with, “There’s nothing to show.”
