Dr. Brooks has consistently exemplified professionalism and excellence with an illustrious career path that includes serving as the Chief of Ethics Policy at the National Center for Ethics in Health Care within the Department of Veteran Affairs and holding the esteemed rank of GS 15.
During her tenure with the Air Force Medical Readiness Agency, Surgeon General Executive – Compliance Office (SGE-C), Dr. Brooks played a pivotal role in conceptualizing and executing research compliance oversight programs, fostering readiness, efficiency, and effectiveness within the organization. Before her impactful work with the Air Force, she served as the Human Protection Administrator, Compliance Officer, and Exemptions Determination Officer in the Department of Research Programs at Walter Reed National Military Medical Center. In this capacity, she expertly managed the largest human subjects’ research portfolio for the Department of Defense, including overseeing non-human subject research determinations, privacy reviews, data sharing agreements, and post-approval site visits with unparalleled proficiency.
In recognition of her outstanding contributions, Dr. Brooks was appointed as Sr. Policy Analyst and an Oak Ridge Institute of Science and Education (ORISE) Fellow in the Division of Policy and Assurances at the U.S. Department of Health and Human Services, the Office for Human Research Protections in Rockville, MD. In this prestigious role, she played a pivotal part in reviewing and acknowledging Institutional Review Board (IRB) registrations, prisoner certification submissions, and drafting federal guidance support.
Armed with a Doctor of Professional Studies Degree in Bioethics from Albany Medical College, a Master of Science Degree from Albany College, a Master of Arts Degree in Bioethics from Case Western Reserve University, School of Medicine, and a Bachelor of Arts Degree in Biomedical Humanities from Hiram College, Dr. Brooks possesses a formidable array of expertise.
Dr. Brooks' exceptional achievements have earned her well-deserved acclaim, including prestigious accolades such as her inclusion in Richmond Virginia's Instyle Magazine’s 40 under 40 Class of 2023 and Who's Who Class of 2023 and 2024. She received recognition from the White House, the Senate, and the House of Representatives for her contributions to the field of research ethics. Formally, from Cleveland, Ohio, Dr. Brooks remains at the forefront of innovation and progress in the realms of bioethics and research compliance, continuing to shape and redefine industry standards with her visionary leadership and unwavering commitment to excellence.
