CO PA Phase 1. CDE's Office of Postsecondary & Workforce Development and Office of Graduation Guidelines assembled a Stakeholders Committee to engage industry professionals, higher education, and educators from Colorado to kick off the creation of a set of tools or handbook to support teachers, schools, and districts planning to offer the Performance Assessment Menu Option for graduation. Their task was to develop a definition of the Performance Assessment Menu Option, and some guidelines for designing high quality performance assessment.

CO PA Phase 2. Taking the above direction from stakeholders in 2015 and 2018, an educator workgroup of Colorado teachers and school and district leaders used their own experience and nationally recognized frameworks for high quality performance assessment, to define performance outcomes or observable behaviors by which students can demonstrate each competency. Using Colorado job descriptions and other authentic resources and research, the workgroup aimed to infuse all the performance outcomes with the needs of as many various arenas of adult life -- Entrepreneurial, Personal, Civic, Professional, and Academic -- as possible.

Because of the iterative and reflective nature of performance assessment, the group chose "single-point rubrics" as the assessment tool for this project, to encourage and enable formative assessment, self-assessment, peer assessment, meaning-making of the criteria, and an ongoing evidence-based conversation about growth in these skills
