Plutocracy in Fiction. "The Trade Federation" http://starwars.wikia.com/wiki/Trade_Federation
The Trade Federation is a gigantic interstellar shipping and trade conglomerate in the Star Wars universe. The trade Federation is run by a few Nemoidians (aliens known for their business skills and trading practices). The trade federation leaders are some of the wealthiest in the galaxy and use their wealth and size of the corporations to control entire planets. One of their common methods is to block all trade in and out of a planet until the planet is theirs to command. The large army the Trade Federation commands (the droid army seen in the prequel movies) aids in the conquering of planets .Once under control the the Trade Federation uses its people and resources to expand their control. Their power and influence is so great that even the centralized galactic republic views the Trade Federation as an opponent. Their unfair rule and attacks on the Republic ultimately lead the two governments to go to war with each other.

Russia has a huge wealth gap. According to PBS 111 people in Russia control 19 percent of all household wealth. The people who control the money tend to have significantly more influence than people who have nothing. Russia also has a population where 4 out of 5 people have $10,000 in wealth. This reinforces the fact of where the wealth is distributed in Russia's population.
The Shaun Walker of the Guardian says "With the richest 10% owning 87% of all the country’s wealth, Russia is rated the most unequal of the world’s major economies." In recent news Russian Prime minister Dmitry Medvedev has gathered multiple yachts, luxury properties and vineyards in his time in office. According to TIME, Vladmir Putin is said to be worth anywhere from 40 billion to 200 billion.
These two men are some of Russia's most important and are highly influential because of their wealth and their position in government. That is why Russia is a plutocracy.
