Inclusive Statement on the Admission of Learners with Special Needs
La Consolacion University Philippines (LCUP) upholds the right of every learner to equitable, respectful, and meaningful access to education. Guided by the principles of inclusion, learner-centeredness, and fairness under ISO 21001:2018 (Educational Organizations Management System), the University endeavors to create a supportive learning environment that values diversity and recognizes the unique strengths and needs of all learners.
LCUP welcomes learners with special needs and is committed to working collaboratively with learners, families, and relevant professionals to determine appropriate educational pathways. As a regular educational institution, the University’s facilities, services, and instructional support systems are designed primarily for mainstream education and may therefore have defined limitations in addressing highly specialized needs.
In the interest of learner welfare, safety, and academic success, admission of learners with special needs is based on professional assessment and recommendation, particularly from a licensed developmental pediatrician or qualified medical professional, indicating that the learner can participate meaningfully in a regular classroom setting with a regular class size, with reasonable and appropriate accommodations.
Admission and continued enrollment are guided by:
respect for the learner’s dignity, rights, and potential for growth;
careful evaluation of the University’s capacity to provide reasonable accommodations and learning support;
shared responsibility among the University, the learner, and the family in supporting learning and development;
commitment to maintaining quality learning outcomes, safety, and well-being for all members of the academic community.
When a learner’s needs require specialized or intensive interventions beyond the University’s present capabilities, LCUP shall engage in open, respectful dialogue with the learner and family and may recommend alternative or supplementary educational arrangements that better support the learner’s holistic development. Such guidance is provided not as exclusion, but as an act of care and responsibility.
Through continuous review and improvement of its policies and support systems, LCUP remains committed to strengthening inclusive practices, expanding reasonable accommodations where possible, and upholding its mission of compassionate, quality education for all.
