Group work is challenging, but also productive. That is why it is a desirable work and life skill. It should be well-thought out and carefully planned. students should be taught a method or a means to coordinate their group work.

Students need to learn how to negotiate with difficult people. It is a part of life. However, this can be ameliorated by setting up clear structures and deliverables for all students.
Devices such as contracts, teacher supervision and inherent interdependence can make a difference, but also individual components within tasks.
Don't make Julie angry. You won't like it when she's angry. Instead, develop conflict management and collaboration skills.
Teaching collaboration and group skills and providing clear structures and processes for students to work with can help prevent this. Some deft teacher interventions might help too when supervising group work in class. However, negotiating breakdowns will develop key life and work skills. They are a part of the learning process.

While there is collaboration and cooperation, for assessment purposes, we must also isolate individual achievement for assessment. Tasks should be designed to allow that.
Complex tasks with real outcomes tend to support meaningful roles for each person.

Tasks need to be sufficiently complex that multiple people are needed to complete them. If they can be done by one person then one person will do it!
Don't make it too difficult for yourself with so many intricate parts that it is difficult to assess. Try to keep the admin simple.

However, take care that the task doesn't become so elaborate and intricate that it is too hard to deliver and mark.
