Every five years, our CTE programs must go through a process to be re-approved by New York State. As part of that process, we pull together an External Committee to review each program and provide feedback to us. You have been selected as a member of this team and we are hopeful you will provide us with input to update and improve our programs.
Please look over the information provided by our academic teams and complete the External Review Survey at the end. Your feedback will not only assist us in the re-approval of each program, but it will also provide recommendations to our District Superintendent and Board of Education to meet any additional needs or gaps. As a stakeholder, your feedback is crucial to ensure the integrity and rigor of each program is at the highest standard.

CTE Specialist
Students will learn the technical and communication skills required to be successful in a professional shop environment. Topics of study include: implements, tools and equipment, anatomy and physiology, properties and disorders of the skin and scalp, and New York State Board procedures. Students will perform professional barbering techniques, such as mustache and beard design, a variety or shear and clipper cutting techniques, hair color and lightening, as well as the basics of business, effective client communication, shop management, and safe work practices. Students must accumulate 500 hours of instruction in order to be eligible for the NYS Certification exam.
Prepare for the NYS Master Barber's licensing exam.
Cut, color, and style a variety of haircuts.
Learn to communicate effectively with clients and colleagues.
Master Barbers participate in national organizations and trade shows and many compete in barbering competitions.
All of our Career and Technical Teachers and Academic Support teachers hold appropriate NYS teacher certifications for the program they teach. Our academic teachers work collaboratively with our CTE teachers to ensure math, science and/or ELA are sufficiently embedded or bolstered to meet 108 commencement-level hours in the CTE curriculum over the course of 2 years. Academic teachers provide instructional delivery and student support where needed. Students who are enrolled in Barbering at Erie 1 BOCES are also eligible to earn one credit in ELA, Math, or Science in addition to three credits for their CTE course.
JONATHAN GOYETTE
Mr. Goyette has been teaching Barbering at Erie 1 BOCES for the past 1.5 years. He has a New York State Master Barbers License. He currently owns and operates Goyettes Barbershop. The barbershop has been open for 11 years and during this time Mr. Goyette has trained 3 individuals to receive their master barber license. His students have gone on to own their own barbershops. Others have continued their education in other fields while continuing Barbering as a hobby and side job.

JULIANNE REINARD
Ms. Reinard has been an Erie 1 BOCES instructor for the past 11 years. She understands first-hand the career path her students are taking, as she herself, is a graduate of Erie 1 BOCES. She received her certification in Cosmetology from Harkness Career & Technical Center and from there continued her education through Cosmo Prof and American Beauty Association. She graduated from Buffalo State College with a Bachelors of Science degree. She also has an Associates of Science degree from Erie Community College. She has a Masters Degree in Career and Technical Education from Buffalo State College.
Ms. Reinard has been licensed in the field of Cosmetology and Barbering for 33 years. She owned a shop in Florida for several years. In addition to being an educator for both Barbering and Cosmetology in the private and public sectors, she is a NYS Board examiner for Barbering and Cosmetology and she has written curriculum for both barbering and cosmetology.
Former students have gone on to own their own shops, have become educators and one student is a product representative and travels all over the country.
The focus of Career and Technical Education is to develop academic, employable, and technical skills to prepare students for a specific occupation. The Barbering CTE program aligns with state CDOS standards, relevant state academic standards, and related business and industry standards. To succeed in one’s barbering career, one not only has to be knowledgeable in how to use the appropriate equipment, tools and products, but also have excellent customer service skills to build relationships with clients and to give clients a comfortable, relaxing, and enjoyable experience. Customer service and 21st Century skills include telephone skills, client education, public speaking, active listening for customer requests, career and financial management, contributing to a positive working environment and the development of workplace communication skills.
Additionally, each CTE program integrates the 21st Century Success Skills and Career and Financial Management Curriculum. The 21st Century Learning Standards represent fundamental, yet critical traits, knowledge, and skills that each person should possess to successfully transition into a workforce or post-secondary education that can be continually developed throughout one’s life. These skills and knowledge can be applied to any industry or subject matter and be taught with any course, making it appropriate learning content for all programs across CTE.
Erie 1 BOCES CTE programming provides two pathways for students to earn the CDOS Commencement Credential or CDOS Pathway to a Regents or Local Diploma.
Students enrolled in Barbering are immersed in academics that are directly related to appearance enhancement industry. Students learn critical thinking and problem-solving skills while applying science, math, and English Language Arts concepts organically in their daily lessons and experiences within the program. Some students may receive their 4th year English Language Arts and/or 3rd year credits in math and science credits upon program completion. Each unit of study is aligned with industry standards and New York State academic learning standards.
Academic breakdown of credit that is deducted from the 3.75 CTE credits awarded to our CTE students annually is as follows:
3rd unit of math credit is contingent upon students earning 2 math credits at their homeschool district and passing the required Regents Exam.
3rd unit of science credit is contingent upon students earning 2 science credits at their homeschool district and passing the required Regents Exam.
4th unit of ELA credit is contingent upon students earning 3 English credits at their homeschool district and passing the required Regents Exam.
ELA: Success in this program requires students to utilize specialized language to communicate with clarity and precision. Students demonstrate proficiency of academic standards through reading, lecture, public speaking, mock interviews, discussion, and demonstration. Students apply further ELA writing and literacy skills through the construction of career-related writing projects, resumes, cover letters, menu writing, and the creation of professional electronic career portfolios.
The electronic career portfolio is a purposeful collection of student work that demonstrates an individual's personal growth and achievement within their CTE experience. Students complete programming with a comprehensive professional career portfolio which includes a cover letter sample, resume, and skills projects to be used in future endeavors. The portfolio requirement is a result of input from industry representatives who value the ELA tool to demonstrate communicative, work-related, and employable skills.
Students are currently approved to earn 1 unit of ELA credit.
Math: Math skills are specialized within the curriculum and lessons are bolstered by New York State Certified Mathematics instructors who supplement lessons into the CTE curriculum. Examples include but are not limited to: forms of measuring, conversion of units of measurement, metric-to-standard conversions, proportions, properties of geometric figures, angles, area, volume, and degrees. Further mathematical applications are incorporated through the career and financial management curriculum which includes lessons on income, inventory, career savings, investments, compounding interest, and money management.
Students are currently approved to earn 1 unit of Math credit.
Science: Erie 1 BOCES academic teachers work with our CTE instructors in the adoption of Next Generation Science and 21st Century Skill Standards into our Barbering curriculum. Lessons specifically address scientific inquiry, investigation, authenticity of research, and scientific concepts such as: pH scale, basics of chemistry, solutions, suspensions, and emulsions, anatomy and physiology of the integumentary system, infection control, safety and sanitation, and infection control.
Students are currently approved to earn 1 unit of Science credit.
Work-based learning (WBL) is a term used to refer to a wide range of experiences and activities that reinforce academic instruction and involve students in “real world” application of practical skills. These experiences can range from internships to job shadowing, simulations, school enterprises, or mentorship programs. Work-based learning (WBL) gives students an opportunity to immerse themselves in a particular field and interact with industry professionals to help make decisions about long-term career goals.
Some examples of sites that our students complete their Work-Based Learning activities are Buffalo Barber Surgeons, JP's House of Hair, Off the Beaten Path, Architect for Men, Cove and Mill, and Underdog Barbershop.
These work-based learning experiences offer students the opportunity to receive a CDOS credential or satisfy the NYS CDOS 4+1 Pathway to graduation option.
The focus of Career and Technical Education is to acquire the skills, knowledge, and professional practices necessary for success in college and the workforce. These include industry-specific technical skills along with soft skills such as resume writing, interview skills, conflict resolution, emotional intelligence, time management, customer service, and collegiality to secure competitive roles in the workforce.
At the end of the first year of programming, Erie 1 BOCES students take Precision Exam’s 21st Century Skills assessment to obtain certification to earn a NYS CDOS credential or CDOS 4+1 Pathway to graduation option.
At the end of the second year of programming, students take the NYS Master Barber Licensing Exam.
SkillsUSA is a dynamic youth organization that prepares members for premier leadership, personal growth and career success through technical education. The SkillsUSA curriculum is weaved throughout the Barbering program, developing members' potential and helping them discover their talents through hands-on experiences, giving members the tools to achieve real-world success. Students from our Career Centers participate in trips where they compete, participate in leadership training, learn the importance of advocacy, fundraising, and engage in hand-on skills to demonstrate SkillsUSA standards of programming.
