I. Administrative Order No. 63, Series of 2003 or the Amendment to Guidelines on the Implementation of the Student Training Program which governs all provisions in implementing the Student Training Program including NST-CWTS Placement, Caregiver, and other OT as well as the Foreign Students and 3 Country Participants.
II. Administrative Order No. 35, Series of 2004 or the Amendment to Administrative Order No. 63 s. 2003 on the Use of Accrued Affiliation Fees, which highlighted how the generated affiliation fees from the placement of student trainees would be utilized by the Department.
III. Regional Administrative Order No. 042, Series of 2007 or the Amending the Provisions of RAO 532, Series of 2003 or The "Operational Guidelines on the Implementation of the Student Training Program, As Amended" which was formulated to serve as the region's operational guidelines that would suit local needs relative to program implementation
Generally. this proposed revised guideline aims to provide the overall directions on the implementation of the Student Training Program as well as to strengthen and sustain collaboration with schools.
Specifically, this guideline intends to accomplish the following.
Provide the students with experience and opportunity to appreciate government service delivery functions in the social welfare service sector of the bureaucracy.
Provide the tertiary level students with meaningful learning opportunities along social welfare and development in DSWD Center / Residential Care Facilities (C/CF) and in other community-based programs and services and units in the Field Office
Provide the trainees on the Caregiver Training Program with capability-building opportunities and planned learning opportunities to develop their competencies in caregiving while promoting quality care to DSWD clients.
Provide the Foreign Students and 3% of Country Participants with orientation and structured learning/exchange/sharing opportunities through interactive discussions/sharings and field exposures to varied programs and services of the department, for them to know the social welfare context and experience in the Philippine setting, the DSWD being the authority in social welfare and development concerns
Together with the Intent Letter of the Institution, the following documents are the requirements of the potential trainees to be submitted to the DSWD with complete and correct attachments, to wit:
After the screening and the DSWD Regional Director approves the application for the STP through the endorsement letter, the following documents are the requirements of the potential trainees to be submitted to the selected Center and Rehabilitation Care Facility with complete and correct attachments, to wit:
A. Tests done within one week prior to the commencement of duty and must be submitted to the Medical Unit of the facility two days before the start of duty
Complete blood count
Chest Xray - Posteroanterior View
Urinaliysis
Stool Examination
Medical Certificate / Clearance duly signed by physician of choice
B. Tests done within 48 hours prior to the commencement of duty and must be submitted to the Medical Unit of the facility two days before the start of duty
Rapid Test (Antigen)
COVID Vaccination Card (at least fully vaccinated with the Primary Series of COVID Vaccine)
Own alcohol, face mask, and gloves
C. For Caregivers and other Paramedical courses
Own a Paraphernalia Kit containing the following;
Blood Pressure apparatus
Pulse Oximeter
Digital Thermometer
Stethoscope
Alcohol
Indoor Slippers
NOTE:
Failure to comply with the requirements stated above shall deny the institution's internship application for training in the DSWD until they are able to complete the requirements.
STEP 1: Application from the Academic Institution through the Program Coordinator
STEP 2: Student Training Monitoring Tool
1. Initial Preparation: Before the student trainee begins their day 1 duty or starts their training program, there is some initial preparation required
2. Registration: The first step is for the student trainee to register. This registration process likely involves providing personal information, contact details, and other relevant information.
3. Student Training Monitoring Tool: The organization or institution responsible for the training program has a system or tool in place called the "Student Training Monitoring Tool" (STMT). This tool serves as the central database and monitoring system for all the student trainees.
4. Capturing Information and Documents: Once registered, the student trainee will use the STMT to input and upload relevant information and documents. These could include:
Personal Information: Name, contact information, emergency contacts, etc.
Training Program Details: Start date, end date, program description.
Educational Records: Transcripts, certificates, diplomas, or any other educational qualifications.
Medical Records: Health information, vaccinations, emergency medical contacts.
Training Objectives: What the trainee hopes to achieve during the program.
Supervisor Information: Details of the person responsible for supervising the trainee.
Training Schedule: Timetable or schedule for the training program.
Other Pertinent Documents: Any other documents that may be relevant to the training or the organization's requirements.
STEP 3: STP Evaluation Form
After the internship or on-the-job training period, interns will complete this form to consolidate their experiences and insights regarding their internship. This feedback is important for assessing their performance and will be a key factor in the issuance of their certificate of completion.
