The Department of Social Welfare and Development (DSWD) implements programs such as the Assistance to Individuals in Crisis Situation (AICS), which serves as a social safety net or stop-gap mechanism to aid individuals and families recovering from unexpected crises, including illness, the death of a family member, and other emergencies.

 

Another key safety net program is the Ayuda sa Kapos ang Kita Program (AKAP), which was established in response to the National Economic and Development Authority (NEDA) report on the country's 6.0% inflation rate in 2023 caused by rising prices of goods and services. As part of the government’s efforts to mitigate the impact of inflation and protect the purchasing power of Filipino families, the General Appropriations Act (GAA) of 2025 was formulated in collaboration with DOLE, NEDA, and PSA, ensuring alignment with the President’s Veto.

 

Psychological Services is also available. WiSUPPORT is a DSWD initiative that aims to establish a systematic response in addressing mental health and psychosocial concerns through wireless and online platforms. These platforms include text/SMS services, email, mobile apps, and the DSWD website itself. There is also a hotline for emergency cases that require immediate attention. Such cases may be referred to psychiatrists, psychologists, and mental health institutions who are part of the referral network that includes the National Center for Mental Health (NCMH) and the Department of Health (DOH).


All programs are under the Crisis Intervention Section (CIS), which operates as an action center providing immediate assistance to individuals and families in crisis. The CIS offers integrated services such as emergency rescue and protection, direct financial and material assistance, disaster response augmentation, and referrals for urgent medical, legal, and psychosocial support.

 

These services are delivered through the DSWD Social Welfare and Development Teams (DSWD SWADTs) across the provinces of MIMAROPA, catering to target clients who may be walk-in or referred cases.
