1. Conduct needs assessment for the development and implementation of capability building interventions for DSWD staff and partners;

2. Prepare, review and endorse application and completion report for the Continuing Professional Development of internal staff and partners;

3. Implementation of learning and development interventions to enhance the competencies of DSWD staff, intermediaries and stakeholders;

4. Maintain the  Core Group of Specialists (CGS);

5. Maintain the Social Welfare and Development Learning Network (SWD L-Net);

6. Manage and maintain the Regional Learning Resource Center (RLRC);

7.  Implement the Bayanihang Bayan Program (BBP);

8. Provide technical assistance on institutional development, capability building and knowledge management to DSWD staff and partners;
9. Implement strategies and policies along Knowledge Management;
10. Implement systems, mechanisms and procedures for the packaging of knowledge products.

In essence, the Section’s strategic initiatives are anchored on Organizational Outcome (OO) 5 pertaining to the Delivery of Social Welfare and Development Programs by Local Government Units through Local Social Welfare and Development Offices Improved.
