The 4Ps is a rights-based program that seeks to enable poor households (HHs) to meet human development goals, particularly on health, nutrition, and education outcomes, so that they can eventually break the inter-generational cycle of poverty.
Further, the 4Ps is a social assistance program that contributes to the improvement in maternal and child health, nutrition, and school attendance. It also aids in the prevention of child labor. The provision of cash grants is conditional and depends on the HH-beneficiaries' compliance with program conditions.
Rule III (Pantawid Pamilyang Pilipino Program) of the Implementing Rules and Regulations (IRR) of the 4Ps Act states:
Section 3. The 4Ps is the national poverty reduction strategy and a human capital investment program that provides conditional cash transfer to qualified household beneficiaries. It is also a human development program that provides social protection, social assistance, social development, and other complementary support services in partnership with concerned agencies, local government, and other stakeholders towards improving the health and nutrition, education, and socio-economic aspects of their lives.
The grants are released to HHs regularly for the duration of their participation in the Program as established by the National Program Management Office (NPMO). Starting in 2020, an HH beneficiary can be in the Program for a maximum of seven (7) years.
The Program aims to reduce poverty by investing in the health and education of children ages 0-18 years in poor households, thereby helping break the intergenerational cycle of poverty. There are specific program conditions that the beneficiaries must comply with to receive the equivalent cash grant allocation.
The KU Framework is anchored on a client-centric and participatory approach of harnessing the strengths of individuals, families, groups, and communities to build their capacities and skills. It aims to match people's capacities with available opportunities and resources, both internal and external. The approach is expected to result in the self-sufficiency and restored social functioning of individuals, as well as supportive and socially cohesive groups and sustainable communities.
CASE MANAGEMENT
In 4Ps, the case management process follows the Kilos-Unlad: Social Case Management Framework, which is a process and strategy to shepherd beneficiaries toward enhanced well-being over 7 years. It is based on a mutually agreed plan by the case manager and household beneficiary, which will serve as the latter's roadmap to development from entry to exit.
Employing social casework, group work, and community organizing strategies, it adopts participatory and client-centric methods and approaches to help enhance resilience, and resourcefulness, and empower households to actively engage and take the lead in their development and that of their community.
SOCIAL WELFARE AND DEVELOPMENT INDICATOR (SWDI)
Throughout the stay in 4Ps, the household's well-being is monitored annually using the Social Welfare and Development Indicator (SWDI) tool. It serves as a basis for the social support services and interventions needed to address the household's pressing needs to bridge the gaps that deter them from attaining self-sufficiency and having an improved quality of life.
FAMILY DEVELOPMENT SESSION
The FDS was redesigned to boost its primary objective of empowering beneficiaries to become more functional and proactive community members. The FDS is a transformative learning intervention program that aims to positively impact the health, nutrition, and education of children and youth of underprivileged households. It is holistic and focused on safeguarding the inherent dignity of the human person by promoting integral human development.
The FDS is an integrative component of the 4Ps building the internal capacities of households and expanding their opportunities towards the attainment of improved well-being. It is a learning intervention program that supplements and complements the case management of 4Ps households through the Lilos-Unlad Integrated Social Case Management.
