Executive Order (EO) No. 5, Series of 2016, approved and adopted the country’s long-term vision entitled AmBisyon Natin 2040 as a guide for development planning.
Regional Development Council (RDC) VIII, through Resolution No. 2, Series of 2023, approved and adopted the Eastern Visayas Regional Development Plan (EV RDP) 2023–2028 and its two accompanying documents – the Results Matrices (RM) and Regional Development Investment Program (RDIP).
Why the need for a midterm assessment and updating of the Plan?
Evaluate the region’s progress in achieving its targets;
Review the strategies, policies, programs, and projects;
Ensure alignment with regional priorities and responsiveness to emerging challenges; and
Provide a strategic guide for the remainder of the medium term .
The regional goals and objectives of the updated EV RDP, RDIP, and RM 2023–2028 shall continue to align with the development agenda of the PDP, highlighting the role of the region in achieving national development goals and objectives.
As adopted under Executive Order (EO) No. 5, Series of 2016, the EV RDP 2023–2028 shall be anchored on the country’s long-term vision of AmBisyon Natin 2040 of a “matatag, maginhawa, at panatag na buhay para sa lahat.”
The attainment of the 2030 Sustainable Development Goals (SDGs) will also pave the way for the achievement of AmBisyon Natin 2040. Hence, the RDP will still ensure the alignment of regional strategic directions with the SDGs.
The Plan also takes off from President Ferdinant Marcos, Jr.’s 8-point socioeconomic agenda which seeks to reinvigorate job creation and accelerate poverty reduction. The strategies will focus on bringing the country back to a high-growth path through economic transformation for a prosperous, inclusive, and resilient society.
The RDC VIII Sectoral Committees (SecComs) will lead the updating of their respective chapters of the RDP (see Annex A) and will function as the Plan Steering Committees (PSCs). The PSCs will serve as the highest decision-making bodies for the RDP updating process and will be responsible for resolving any inconsistencies across the chapters and subchapters under their purview. In the interim, SecCom Chairpersons will serve as PSC Chairpersons in a holdover capacity, pending the upcoming reorganization of RDC VIII for the 2025–2028 term.
The PSCs will be assisted by the Planning Committees (PCs), which will be responsible for preparing inputs for their respective assigned chapters. The PC Chairperson will be appointed from the lead mandated agency and should preferably hold a rank no lower than Assistant Regional Director or its equivalent. Member agencies, LGUs, and PSRs of each PC will be selected based on their relevance to the corresponding RDP chapter or subchapter. Agencies and LGUs will be requested to designate both permanent and alternate focal representatives for the updating process. The composition of the PC will remain consistent with that of the EV RDP 2023–2028 formulation.
The DEPDev VIII will serve as the Regional Planning Secretariat, providing technical and secretariat support to both the PSCs and PCs.
The updated Regional Development Plan (RDP) will retain the same chapter structure as the Philippine Development Plan (PDP), unless otherwise specified in the national guidelines. It will consist of 14 chapters, organized into three strategic pillars:
Social Transformation – 4 chapters
Economic Transformation – 5 chapters
Enabling Environment – 5 chapters
In addition to these, the foundational components of the updated RDP will include an Overview and a dedicated chapter on Plan Implementation, Monitoring, and Evaluation. These sections are designed to support effective execution and ensure continuous performance assessment throughout the Plan period.
