Ferndinand E. Marcos, then President of the Republic of the Philippines, signed PD 1778 marking the birth of Don Mariano Marcos Memorial State University (DMMMSU). The following schools were integrated to constitute DMMMSU:

La Union School of Arts and Trade at City of San Fernando, La Union
Community College of La Union at City of San Fernando, La Union
Southern Ilocos Polythenic State College at Agoo, La Union
Sapilang Elementary School at Bacnotan, La Union
DMMMSU's Mandate:
To provide advanced instruction in the arts, agriculture, forestry, fishery, engineering, and natural sciences as well as in the technological and professional fields, promote research and engage in extension work

June 18, 1960, Republic Act No. 2692 was signed, establishing a regional national agricultural school in the Province of La Union and named as the La Union Regional Agricultural School (LURAS).
DMMMSU-NLUC traces its origins to LURAS more popularly known as LUAS, the national regional agricultural high school.
Congressman Francisco Ortega was one of the prime movers in the drafting of the law that established the LUAS.
December 1960, First Annual Christmas Program and Traditional Supper was held, an event for thanksgiving and celebration for a good harvest of the school
1963, LUAs became operational with total enrollment of 139 students.
First curricular offerings:
Secondary vocational agriculture for boys
Secondary agricultural home-making for girls
Mr. Victor U. Luis, the 1st Principal, and a few of his staff, used a space in the house of Mr. Damian Corpuz in Salincob, Bacnotan, La Union, as their temporary office.
1965 Pres Marcos signed into Law R.A. 4603, creating the Northwestern School of Fisheries, to be situated at Balaoan, La Union.
To develop Northern Luzon into a progressive fishing zone by providing the people with sufficient knowledgem proper skills and technology on fish culture and preservation.
Senator Camilo Osias sponsored R.A. 4603.
