Hosting an ingathering of materials in your congregation is a great way to supply what you need for VBS. It can also be a way to offer your VBS at little to no cost to your budget or the participants! Of course, if you have a healthy budget, you can always just purchase the necessary materials, but consider that bringing three bottles of glitter, a bag of balloons, and poster board may be an exciting way for someone on a budget to realize they can make a financial contribution that makes a difference, or for someone who might have health issues to feel like they were able to participate in making VBS a success. It's sometimes easier to just do things ourselves, but remember that we are called to invite others to serve and support the community!
If your story is the Parable of the Mustard Seed, then you might select a tree as your background. Then cut pieces of green paper into the shape of leaves with items needed written on them (i.e. needed 5 boxes of animal crackers, write "box of animal crackers" on five different leaves)
