The Integrated Supportive Supervision (ISS) toolkit is an electronic mobile application tool. It is a checklist to support the management of facilities in Malawi. It reviews key indicators for twelve service areas that are necessary to improve quality and effective health care services.

ONSE decided to strengthen an existing digital ISS Toolkit application. Without reinventing the wheel, lessons that have been learnt were applied in the process of updating the tool with features requested by users in the Ministry of Health and Population (MoHP). The entire system was ported to CommCare HQ, an open-source platform which gives benefits such as the ability to make updates in very few places and improve knowledge management than in a fragmented system. In areas where inputs could be reused, for example if the denominator “number of beds” was being used in multiple question calculations, logic was inserted so that duplication could be reduced. At the end of the form, alerts are displayed for each supervision area, to see if the facility is on track. These alerts are emailed to the correct person responsible for monitoring the facility, instead of being mass-emailed to everyone which can end up being ignored as spam.
