The Project's Transportation Environmental Study Report (TESR) is now available for a 30-day public comment period between January 14 to February 13, 2026. 

The TESR documents the EA process and preliminary design work completed. The TESR includes information on existing conditions, consultation undertaken, alternatives development and evaluation/selection, the Recommended Plan with design implementation details, and a summary of environmental issues, potential mitigation measures, and commitments to future works. 

The TESR can be accessed at the links provided below, beginning on January 14, 2026. Please refer to the Notice of Study Completion located on the Downloads page of this website for additional information on the Class EA process and the conditions that must be satisfied to request a Section 16 Order to require a higher level of study.
