NSAGs
Persons living under armed group control face complex vulnerabilities and specific risks. A lack of engagement will further the exclusion and isolation of civilians living in NSAG-controlled territories (humanity). All parties to a conflict are obliged by international law to meet the needs of civilians under their control.
Failing to engage with one party to the conflict could compromise our neutrality, impartiality and independence (or perceptions of our adherence to these principles) and could jeopardize sustainability of humanitarian presence in the area
Engagement helps to promote international legal frameworks (eg, IHL, Human rights law etc), thus preventing and alleviating sufferings.
To establish acceptance for humanitarian action, and therefore access to affected populations.
