Humanitarian access, mandated by the General Assembly resolution 46/182, refers to a two-pronged concept, comprising:

  • Humanitarian actors’ ability to reach people in need
  • Affected peoples' access to assistance and services

Use of Armed Escorts for Humanitarian Convoys

As a general rule, humanitarian convoys will not use armed escorts. As a last resort and when key criteria are met, the UN Designated Official for Security will decide on the use of armed escorts for humanitarian convoys.
