Ambassador Eduardo Martin R. Meñez is a 2nd generation career diplomat who joined the Philippine Department of Foreign Affairs in 1991. 

He has been assigned to Philippine foreign service posts in the Netherlands (1996-2002), the Philippine Mission to the United Nations in New York (2007 – 2011), the Islamic Republic of Iran with concurrent jurisdiction over Turkmenistan and Uzbekistan (2013-2016), and to Tokyo, Japan (2016-2019).  He was also detailed to the APEC Secretariat in Singapore from 2005-2007.Some of the positions he has held in the Home Office were as Special Assistant to the Presidential Adviser on Foreign Affairs in the Office of the President (1992-1996), Foreign Policy Adviser of the Chairman of the House Committee on Foreign Affairs (2002-2004), Special Assistant to the Philippine Secretary of Foreign Affairs (2004-2005), Assistant Secretary (equivalent to Director General) of the Office of the United Nations and Other International Organizations (UNIO  2011-2013) and as Assistant Secretary of the Office of Public and Cultural Diplomacy (OPCD 2019-2023).

He has also been fortunate to have helped arrange the 1997 State Visit to the Czech Republic of former Philippine President Fidel V. Ramos, the same year that the Philippine Embassy was established in Prague. Ambassador Meñez assumed his position at the Philippine Embassy in time for the visit of Czech Prime Minister Fiala to the Philippines in April 2023 and the celebration of the 50th Anniversary of the Establishment of Diplomatic Relations with the Czech Republic in October 2023. His service in the Czech Republic has also been highlighted by the State Visit of H.E. President Ferdinand Romualdez Marcos Jr. in March 2024, and the flourishing of bilateral relations with a number of parliamentary and ministerial visits. This "golden age" of friendship has likewise been characterized by the rapid increase of Overseas Filipino Workers responding to the economic migration program of the Czech Republic that has resulted in the growth of Filipinos in the Czech economy from a little over 6,000 in 2023 to over 14,500 OFWs as of January 2026.   

Ambassador Meňez was awarded the National Council for United Nations Peace Operations (NCUNPO) Award in 2014 for his valuable contribution to Philippine participation in UN Peace operations. It was also under his leadership that the DFA OPCD received the "2022 Global Public Service Team" international award from the UK-based APolitical organization under the "21st Century Problem Solvers" category, edging out 4 other agency finalists from Australia, Belgium, the UAE and the UK, out of hundreds of initial nominations.

Ambassador  Meňez graduated from the University of the Philippines, Diliman, Quezon City with a Bachelor of Arts, in Political Science and earned his Masters degree in Advanced Studies in International and European Security Policy from the Global Studies Institute, University of Geneva, Switzerland and his Post-Graduate Certificate Leadership in International Security Course (LISC) from the Geneva Centre for Security Policy, Switzerland in 2021.   He was born in Rome, Italy in 1964, and is married to Marissa Velante Meñez. They have two children and one granddaughter.

Velvyslanec Eduardo Martin R. Meñez je kariérní diplomat druhé generace, který nastoupil do filipínského ministerstva zahraničních věcí v roce 1991.

Působil na filipínských diplomatických pozicích v Nizozemsku (1996-2002), na filipínské misi při OSN v New Yorku (2007–2011), v Íránské islámské republice se souběžnou jurisdikcí nad Turkmenistánem a Uzbekistánem (2013–2016) a v Tokiu v Japonsku (2016–2019). V letech 2005–2007 byl také přidělen k sekretariátu APEC v Singapuru.

Mezi pozice, které zastával na ministerstvu vnitra, patřily zvláštní asistent prezidentského poradce pro zahraniční věci v kanceláři prezidenta (1992–1996), poradce pro zahraniční politiku předsedy sněmovního výboru pro zahraniční věci (2002–2004), zvláštní asistent filipínského ministra zahraničních věcí (2004–2005), náměstek tajemníka (ekvivalent generálního ředitele) Úřadu OSN a dalších mezinárodních organizací (UNIO 2011–2013) a náměstek tajemníka Úřadu pro veřejnou a kulturní diplomacii (OPCD 2019–2023).

Měl také to štěstí, že se podílel na organizaci státní návštěvy bývalého filipínského prezidenta Fidela V. Ramose v České republice v roce 1997, v témže roce, kdy bylo v Praze

zřízeno filipínské velvyslanectví. Velvyslanec Meñez se ujal své funkce na filipínském velvyslanectví včas před návštěvou českého premiéra Fialy na Filipínách v dubnu 2023 a

oslavami 50. výročí navázání diplomatických vztahů s Českou republikou v říjnu 2023. Jeho působení v České republice bylo rovněž zdůrazněno státní návštěvou Jeho Veličenstva prezidenta Ferdinanda Romualdeze Marcose Jr. v březnu 2024 a rozkvětem bilaterálních vztahů s řadou parlamentních a ministerských návštěv. Tento „zlatý věk“ přátelství se rovněž vyznačoval rychlým nárůstem počtu filipínských zahraničních pracovníků v reakci na program ekonomické migrace České republiky, což vedlo k nárůstu počtu filipínských pracovníků v české ekonomice z něco málo přes 6 000 v roce 2023 na více než 14 500 zahraničních pracovníků v lednu 2026.

Velvyslanec Meñez byl v roce 2014 oceněn cenou Národní rady pro mírové operace OSN (NCUNPO) za jeho cenný přínos k účasti Filipín v mírových operacích OSN. Pod jeho vedením také získal DFA OPCD mezinárodní ocenění „2022 Global Public Service Team“ od britské organizace APolitical v kategorii „Řešitelé problémů 21. století“, čímž z původních stovek nominací porazil 4 další finalisty agentur z Austrálie, Belgie, Spojených arabských emirátů a Spojeného království.

Velvyslanec Meňez absolvoval Filipínskou univerzitu v Dilimanu v Quezon City s bakalářským titulem v oboru politologie a magisterský titul v oboru pokročilých studií mezinárodní a evropské bezpečnostní politiky získal na Institutu globálních studií Ženevské univerzity ve Švýcarsku a v roce 2021 postgraduální certifikát Leadership in International Security Course (LISC) na Ženevském centru pro bezpečnostní politiku ve Švýcarsku.

Narodil se v roce 1964 v Římě v Itálii a je ženatý s Marissou Velante Meñez. Mají dvě děti a jednu vnučku.
