Bulacan is famous for its fishing industry because it is located along the sea coast. For their livelihood thousands of people in Bulacan depend much on fishing industry. Big rivers in Bulacan abound in fish which will give sufficient supply of food for the people in and out of Bulacan and also bolster the fishing industry on a bigger commercial scale.
Because of this, Congressman Teodulo C. Natividad introduced a house Bill No. 1232 on February 23, 1966 and approved by the President on June 18, 1966 under Republic Act No. 4710, an act establishing a Marine Fishery School and Laboratory in the Municipality of Malolos, Province of Bulacan to be maintained and supervised by the Director of Vocational Education, Department of Education and Culture. This Laboratory will undertake researches and experiments on the exploitation, utilization and development of varied kinds of fish. With the establishment of fishery school and laboratory in said province, modern techniques in fishing and fish culture will greatly help in producing more and better quality fish for the people. It will also step up the country's economy.
The Malolos Marine Fishery School and Laboratory started its operation on April 1, 1971 with an initial appropriation of TWO HUNDRED FORTY-FIVE THOUSAND PESOS (P 245,000.00). Thereafter, the sum necessary for its operation and maintenance was included in the Annual General Appropriation Act. At first the school was temporarily housed in BCAT and then moved to Atlag Elementary School where we were given a Marcos-type building, renovated the building in time for the opening of classes, various advertisement were being posted.
Finally on October, 1972 the Malolos Marine Fishery School and Laboratory acquired its owned site in Balite, Malolos, Bulacan. From then on construction of buildings and improvement of site has been done until finally the whole staff moved to its permanent site.
