History
Solana Fresh Water Fishery School is the only public technical-vocational high school in Solana under the direct supervision of the Division of Cagayan and created by virtue of R.A 3430 authored by then Congressman Benjamin T. Ligot. It is bounded on the north by municipality of Amulung, on the east by Tuguegarao City and South by Enrile and Tuao on its west. SFWFS is more than 27 kilometeres away from Tuguegarao City and more than 400 kilometers from Manila.
SFWFS formally opened in September 1963, which paved the way for the operation of a fishery school in the Municipality of Solana, province of Cagayan.
With the release of its first budgetary appropriation, the school opened its door to the youth in School Year 1963-1964 and had an enrollment of 60 first year students.
Classes were held in a rented house at the heart of the town proper which was converted into classrooms and office for the initial staff of six (6) teachers and pioneer principal in the person of Mr. Benjamin Manungdo of La Union who served the school for more than a year. Mr. Elpidio Abad succeeded in managing the school when Mr. Manungdo left in 1965.
For four years, the school site was at the town proper with Mr. Elpidio Abad at the helm. SFWFS had its first graduation in 1967 with 13 pioneer graduates. Mrs. Angelina Cepeda Canapi was the class valedictorian, who later served her Alma Mater for 36 years and retired as an Administrative Officer IV in January 2011.
In 1967, the school moved to Barangay Iraga where its permanent site now lies with a total land area of more or less 33 hectares. In 2013, the school site has fishponds for culturing tilapya and catfish (hito) with an area of (1) hectare with 3 compartments stocked with about 23, 000 Excel Tilapya fingerlings under the care of Fish Culture II-IV students and supervised by Mr. Juan C. Asuncion, an alumni and retired Aquaculture teacher and Mrs. Editha P. Durante, Teacher III.
Ten (10) hectares are irrigatable agricultural lands that serve as the venue for IGP of the school through rice production and laboratory of Crop Production and Horticulture Students. The rest of the site is the school campus where the school buildings were erected.
During the early years of SFWFS in its site now, classes were held in the classrooms of the first school building constructed out of nipa and wood. The Principal Mr. Elpidio Abad and his staff had their office at the house in Centro, Iraga. After his demise, Mr. Eladio Gumabay acted as OIC from 1967-1968 until he was replaced by Mr. Bienvenido Abuyuan till 1969. In 1969-1971, Mr. Armando B. Cortez, retired CSU President, became the principal and was responsible with the construction of the 8-classroom RS building and later on became the Faculty Room for RS Teachers and offices of Miss Gilpa B. Cuntapay, Head Teacher III MAPEH Department and Mr. Guillermo C. Cahigas Jr, Head Teacher III of RS Department. When Mr. Cortez was promoted as Superintendent of the Aparri College of Fisheries in 1971, Mr. Agapito Zadorra became the principal till 1974. From 1974 to 1978, the school was under the leadership of Mr. Eladio Gumabay, as a full pledge Principal. In 1979, he was succeeded by the late Mr. Fidel Siniguian and managed SFWFS till his retirement in 2003. Mr. Lucio Maranon, the Head Teacher III of the RS Dept was designated as the OIC until August 2004.
In August 16, 2004 and up to the present, SFWFS is ably managed and supervised by Mr. Ricardo A. Rapacon who is a seasoned Administrator of a fishery school in terms of his educational preparations, trainings, skills and experiences
His leadership brought about a facelift and development of SFWFS in terms of physical and instructional facilities, curriculum, professional growth of teachers and employees and the holistic development of students.
SFWFS has gone a long way and created a name of its own in the education milieu through the pooled efforts of the Administration, teachers, and employees and other stakeholders.
SFWFS is one of the first batch of technical-vocational schools mandated to offer the Competency-Based Curriculum known as the Strengthened Technical-Vocational Education Program (STVEP) in school year 2008-2009 and thus, continues to enrich its curricular offering and upgrade the quality of service it provides in order to extend quality technical- vocational education to the people in the community and nearby towns.
The school provides secondary fishery education and training to the youth within its service area with Fish Processing and Fish Culture as specializations of second year to fourth year students. Secondary agricultural education with Crop Production, Horticulture, and Animal Production are also being offered due to the presence of farmlands owned by the school aside from being located in farming community.
On June 6, 2014, the inauguration of the new building of the Animal Husbandry and the new Administration Office was participated in and witnessed by school officials, alumni, barangay officials and the whole SFWFS family.
On June 18, 2015, the blessings and turn-over ceremony of the 2-storey completed Randy Sera Ting Building was also held with the presence of the generous donor, Hon. Randy Sera Ting, Hon Perla Tumaliuan, Hon. Boyet Ortiz, Brgy Officials and the whole SFWFS family.
In school year 2016-2017, the most ambitious program of the Department of Education was implemented, the Senior High School Program. The school is one among the pioneers in the implementation of the said program with 150 pioneer Grade 11 enrollees. It offers Technical Vocational and Livelihood (TVL) track with Agri-Fishery and Home Economics Strands. Under Agri-Fishery strands, Pest Management and Organic Farming are offered while under Home Economics strands are Bread and Pastry Production, Food and Beverages Services and Cookery are offered. The first hired senior high school teacher is Aiza M. Mabborang specializing in FBS, BPP and Cookery.
Along with the implementation of the Senior High School Programin 2016 is the construction of given 8 classroom-2storey building through the Department of Education.
In October 19, 2016, Cagayan was hit by a super typhoon Lawin that brought about devastation in the school properties. Some of the facilities that are serious damaged are the Old Administration Building and the Mamba Gymnasium.
In September 4, 2017, Mr. Alejandro M. Cuntapay, Secondary School Principal III reported to Solana Fresh Water Fishery School as the new school head. His leadership paves the way to improvement of infrastructure and teaching processes. In less than a year, he was able to construct a basketball court, two volleyball courts, hand washing facilities, drainage canal and concrete flagpole.
In school year 2017-2018, there were 6 additional senior high school teachers to teach English, Math Science, Filipino and other related subjects. In summer of 2018, the construction of science laboratory and computer building was started. Moreover, on June 2018, the two laboratory rooms for senior high school were already turned-over and are presently used by the senior high school students.
Another Super Typhoon hit Cagayan a year after—Typhoon Ompong severely destroyed buildings such as the Library, the new Senior High School building, old vocational buildings and other infrastructures.
After 3 years of meaningful and fruitful service, the school Principal Alejandro M. Cuntapay died on May 24, 2020 thus the Division Office appointed an Officer-In- Charge in the person of Teolfolfo C. Lopez, Head Teacher III of the Related Subjects Department.
Prior to the sad event about the death of the principal, the unprecedented outbreak of COVID 19 has put a halt in almost all the systems and processes in all sectors in the country. The Department of Education struggled to continue education amidst the pandemic. After thorough planning and preparations, October 5, 2020 ushered the formal opening of classes for the School Year 2020-2021. Distance Learning through Printed Learning Modules as the main learning modality was adapted by the school. The new way of delivering learning gave teachers and the school great challenges due to financial, technical and resources factors.
In November 2021, Joel M. Camayang, Secondary School Principal III, was designated as the new School Head. He continued educational system started and introduced new programs, projects that catered more developments in the school amidst of the pandemic.
