The Schools Division of Cauayan City was created through Republic Act No. 9017 with the resolute efforts of Mayor Caesar G. Dy, together with the deft assemblage of City Officials: service oriented band of the Sangguniang Panlungsod headed by Hon. Diosdado Ramirez, the Representative of the 3rd District of Isabela, now Governor of Isabela Hon. Faustino G. Dy III; hardworking propellers in the education arena Teresita G. Domalanta, PhD, former Regional Director of DepEd Region 02 (retired Regional Director of NCR); Mario L. Ramirez, PhD, former Regional Director of DepEd Region 02 (retired Regional Director of Region III); Orlando G. Gundayao, PhD, former Schools Division Superintendent of Isabela (retired Schools Division Superintendent of Quirino), and Lourdes G. Angoluan, PhD, the first Schools Division Superintendent of the Schools Division of Cauayan City, who later held the Office of the Assistant Regional Director and then the Office of the Regional Director of DepEd Region 02.
Inaugurated on February 28, 2005 and Lourdes G. Angoluan, PhD, CESO V was installed as Officer In–Charge. Administrative and Promotional Staff were also designated together with support service employees from the city government. Four items of Education Program Supervisors were borrowed from the Division of Isabela through the support of Orlando G. Gundayao, PhD, CESO IV.
With the promotion of Lourdes G. Angoluan, PhD, as Assistant Regional Director, Arsenio T. Constantino, PhD, was designated as Officer In-Charge. On July 18, 2008 Cesar A. Adaoag, PhD, CEO VI was appointed as the Schools Division Superintendent of the Division. Nestor R. Lucas, PhD was designated as the new OIC, Assistant Schools Division Superintendent when Arsenio T. Constantino, PhD retired.
On the third quarter of 2011, new education managers were appointed to lead the SDO to its dream of attaining the marks being set ahead. Lilly Ll. Domingo, PhD, CESO VI was appointed as OIC, Schools Division Superintendent and Jessie L. Amin, PhD as OIC, Assistant Schools Division Superintendent.
April of 2012 until July of 2013 Edna A. Pasamonte, PhD, was designated to head the Division due to the transfer of Lily Ll. Domingo, EdD, CESO VI, to the Division of Isabela.
On August 2013 the Office was led by Jessie L. Amin, PhD, CESO VI, as OIC Schools Division Superintendent and by December of 2013 he was joined by Flordeliza C. Gecobe, PhD, CESO VI, as the OIC, Assistant Schools Division Superintendent.
In May 2017, the turf of authority in SDO was held by Gilbert Narag Tong, PhD, CEO VI, CESO V as the 7th Schools Division Superintendent and Madelyn L. Macalling, PhD, CESE as the 7th OIC, Assistant Schools Division Superintendent.
On October 1, 2019, Alfredo B. Gumaru, Jr., EdD, CESO V headed the Division in tandem with Nelia M. Mabuti, CESE. After some months, Marites L. Llanes became the OIC, Assistant Schools Division Superintendent when Nelia M. Mabuti, CESE was transfered to the City Division of Ilagan. Adonis C. Ceperez, CESE, then became the OIC, Assistant Schools Division Superintendent when Marites L. Llanes was transfered to the City Division of Tuguegarao.
On April 5, 2023, Cherry S. Ramos, EdD, CESO V became the head of the Division in tandem with Adonis C. Ceperez, EdD, CESE. After a while, Dante J. Marcelo, PhD, CESO VI headed the Division for some months as OIC, Schools Division Superintendent.
At the present, the Division is headed by Cherry Salarzon Ramos, EdD, CESO V in tandem with Adonis Camacam Ceperez, EdD, CESE.
The Division was comprised of Five Districts: Cauayan North District, Cauayan East District, Cauayan South District, Cauayan West District, and Cauayan Northeast District. There are a total of 105 schools in the division, 63 of which is public elementary schools, 15 public secondary schools, 2 public integrated schools, and 25 private schools.
In December 2018, SDO Cauayan City was awarded the ISO 9001:2015 Certification. It is one of the six divisions of DepEd Region 02 which had gone through the challenging process of complying all the requirements prescribed by the standards of certification through a system, the first ever certified DepEd through a system.
The Schools Division of Cauayan City invests in its human resource development particularly on skills training and schooling opportunities. It has a vision of crystallizing intelligence, harnessing endowments and skills, providing opportunities, producing remarkable achievement level and literacy rate, motivating the deprived, delivering just and impartial services, empowering school heads and inspiring one and all to get involved in the realm of education.
Essentially, the human resource waving the banner of the ideal city of the north equipped with enormity of social adequacy, strength of moral fiber and degree of intellectual maturity is united as one team and works in synergy towards that wildly important goal - to usher positive change that will yield enormous dividends for the nation.

OUR MANDATE
The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
