Education is the paramount instrument for change. “ This dogma has been the ultimate vision of the former officials of the Municpality of San Luis. This service-oriented servants have long wanted to establish a public secondary school in order to give the youth the opportunity to prepare themselves for a better education with less expenses and more ease.

The concerted efforts of the Municipal officials: Mayor Jose O. Chua Sr., Vice Mayor Valerio G. Ruaya and the Sangguniang Bayan Members; Hon. Jesus M. Barbetcho, Hon. Osmundo S. Dagasaan, Hon. Eduardo G. Sacabin, Hon. Helario C. Catoto, Hon. Geronimo P. Monternel, Hon. Teodoro O. Chua, Hon. Cuadrato A. Intano Sr. made the passing of Resolution 18-89 possible which requested the creation of San Luis National High School Hon. Cirila M. Minglama.

The move was fully supported by the association of Barangay Captains headed by Hon. Manuel S. Abreu and PTA Officers headed by Mr. Elias Atad Sr. who passed Resolution No. 2-89 stating mainly the same purpose - the establishement of the Public Secondary High School. These resolutions were endorsed to the Superintendent Mamerto G. Paragas. The procedure has been made easier through the unfailing cooperation and advice of Mr. Segundo S. Guelos. GES-I (PAS).

The Mayor’s League of Agusan del Sur through its President, Hon. Restituto O. Aquino of San Francisco endorsed sincere support to this project by passing Resolution No. 29, Series of 1989. The above resolution was endorsed to the Regional Director of DECS, Region X, for appropriation and recommendation.

Sensing the significance of the project, the provincial government headed by the Provincial Governor, Hon. Ceferino S. Paredes Jr. initiated the call for the people of San Luis, thus Resolution No. 83 s. 1989 was crafted reinforcing the above request. Moreover, also indicated in the same Resolution was monetary allotment of the Provincial Government.

The Good intentions to open secondary school was brought to the attention og Cong. Demorito Carague, the Secretary of Budget and Management dated January 18, 1990, for possible funding of the school operation. The Request was granted. Cong. Democrtio O. Plaza passed the 13th Endorsement to Hon. Isidro D. Carino for approval of tge establishment of the Public Secondary School of San Luis. On June 5, 1990 was RED-LETTER day of San Luis for it marked the formal opening of SAN LUIS NATIONAL HIGH SCHOOL.

The school started to expedite its administration and management through the selfless services rendered by the pionering teachers namely: Junelva Daligdig, Espiridion Tayros, Elisa T. Pepugal, 1st Lt. Rogelio P. Galagala, Leopoldo B. Perral, Robert Estoque and the first teacher-in-charge, Mr. Ordonio Ped who, up to this moment continue to dedicate their lives for the love of educating the young minds.
