In 1966, Municipal Councilor Zacarias V. Parazo initiated the idea of putting up a public high school in Ramos. The proposal was widely supported not only by the members of the municipal councils, but also by all the sectors of the society in the town of Ramos.
They all felt the great need of establishing a public secondary school primarily to help parents who could not afford to send their children in the private schools.
It was on the last term of Mayor Sabas M. Obena in 1967 that the resolution creating a public high school was approved. Thus, a public in Ramos was born which was then called Community High School. In its first year of operation 1967-1968, students were temporarily housed and taught at the municipal building for five months until it found a new home at the compound of Ramos Central Elementary School (RCES) with 96 initial enrollees, two sections in the first year and one section in the second year with four teaching staff namely, Mr. Maximino M. Ramiscal, Ms. Iluminada Chan, Mrs. Predisminda L. Manuel, Ms. Mercado and one part time teacher under the supervision of the RCES Principal, Mr. Iluminado Gabay.
At first, the community high school was under the direction of the Tarlac National High School and got its fund from the Ramos Municipal Government, but the later part of 1980s, it was under Victoria High School. In 1969, Mr. Antonio Capinpin, Ramos District Supervisor, in his concurrent capacity as Officer-in-Charge of the Ramos Barangay High School moved the school to intermediate school building in Poblacion South, where it finally got its permanent home up to now. And presently, Ramos National High School sits on 1.5 hectares school site, a lot which was donated by Gloria E. Estero, Rolando P. Madriaga, Corazon Estero, Vicenta Pacheco and Edgardo Manlapig. It was in 1970 that the first commencement exercises was held on its new found home under Mr. Vicente M. Mangabat who took over as the school administrator on that year. When Mr. Mangabat retired in 1979, Mr. Perfecto M. Mariano came over and served RNHS up to 1983.
After Mr. Mariano retired the late Mr. Maximino M. Ramiscal was designated Officer in Charge in 1984 until the nationalization of barangay high schools was implemented in 1989. With the nationalization of Public High Schools items for P-1, HT- III and 27 teachers were included in the school’s PSI. With his leadership, the Cory and FVR type buildings were put up and new teachers were hired making a total teaching force of 27 during his term. When he retired in 1992, Mr. Gasat L. Camus was appointed OIC. It was during his term where the school lot was acquired and 6-MPC Classroom buildings were erected.
In December 1996, the P-1 item was filled by Mrs. Florida B. Santos, followed by HT-III item in the succeeding year which was occupied by Ms. Corazon V. Abellar making the school’s teaching staff complete. When Mrs. Santos and Ms. Abellar transferred, Mrs. Carmen P. Mendoza and Mrs. Teresita P. Lorenzo came in as P-1 and HT-III respectively. Mrs. Mendoza served RNHS for 6 years while Mrs. Lorenzo served the school for one year. On June 2005, Mrs. Mendoza was transferred to San Pedro High School Moncada, Tarlac followed by Mrs. Lorenzo who was transferred to San Jose High School, Gerona, Tarlac. As a result of Mrs. Mendoza’s transfer Mrs. Aida P. Beltran took over the position from June 20, 2005 to July 11, 2005. After Mrs. Beltran brief tour of duty, Mrs. Flory I. Navarro came over as RNHS Administrator up to 2011, Mrs. Leona C. Ramos (2011- 2013), Dr. Gemma Melegrito (2013-2014), Dr. Noel D. Palgue (2014-2019), Dr. Edward T. Reginaldo (2019 to 2020), Dr. Joselinda D. Depano (2020 - 2024) and Dr. Evelyn D. Gallarde (2024 - to present.
Now on its 59 years of existence, with the new administration of Dr. Evelyn D. Gallarde the school at present has a total population of 1822 students, 45 sections both Junior and Senior High School, manned by 71 teachers, 6 head teachers, 6 non-teaching staff and 7 guards and utility workers. Our main barangay feeders include the following barangays: Coral-Iloco, Guiteb, Pance, Poblacion Center, Poblacion North, Poblacion South, San Juan, San Raymundo, Toledo, Balite part of Pura, Abogado part of Paniqui and Maybubon part of Nueva Ecija.

The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
