History
In 1977, Panabo Central District was divided due to the remarkable increased in enrollment. This was planned and directed by the late Jesus Nicol, then District Supervisor.
The School year 1978-1979 saw the birth of Rizal Elementary School with 23 teachers handling with 3 sections each for Grades 1 to 6. The School Principal then was the late Cesario Camay and the District Coordinating principal was the late Luther Loria.
In SY 1980-1981, the School Principal of Panabo Central Elementary School, the late Alfonso L. Bondaon, swapped school assignments with the School Principal of Rizal Elementary School. The former served Rizal Elementary School from 1985-1986.
Rizal Elementary School served as the central school of Panabo South District from 1985-1986. Then came the creation of the three school districts of Panabo. The Panabo North District, Panabo South District, and Panabo Central District, under the supervision of the late District Supervisor Clemente Bautista, in which Rizal Elementary School became a part of.

The School Today
Through the years, Rizal Elementary School has become one of the finest schools of Panabo City with its very competent teachers and wise leaders. This made us the choice of parents from various parts of Panabo City and its nearby cities and municipalities for the provision of basic education services. At present, almost 4,000 learners call Rizal Elementary School their second home.
