Old Balara Elementary School sits on water aqueducts installed by MWSS along Tandang Sora Avenue, Quezon City, a few blocks away from the University of the Philippines. The school was put up in 1950 with only two (2) classes which were housed in the Chapel of Old Balara. Mrs. Basilisa U. Rivera was t he founder, first teacher, teacher in-charge of the school with the supervision of Mrs. Felisa dela Paz, the former principal of Cubao Elementary School.
Later on the two pre-fab building were constructed on the partial lot owned by MWSS, and the frontal space was used by Mr. Decena, a long time resident of the area. The said building was the project of the PTA headed by Mr. Roman Perez with the support of the former Barangay Captain Mr. Ignacio Juanson.
Due to the rapid increase of enrolment additional buildings were constructed in 1954, 1965, 1967, 1985 and 1995 a total of six(6) pre-fab buildings consisting of 25 substandard classrooms rose from this low lying area.
