4. COMPARATIVE ASSESSMENT
EXAMPLE:
A. EDUCATION-TRAINING-EXPERIENCE (ETE) SCORES COMPUTATION
Step 1: Identify the ETE level points
Step 2: Get the increment by subtracting the CSC-QS level points from the Applicants' ETE
level points.
Explanation:
For Education Criterion, Applicant Durian as well as Applicant Mangosteen have just met the CSC-Qualification Standard (Level 5), so both get zero (0) increment while Applicant Caimito has exceeded the Basic Qualification Standard by one level, so he gets 1 point (Level 6 - Level 5).
The three (3) applicants have obtained varied increments in the Training and Experience criteria.
Step 3: Look for the corresponding score of the increment in the Rubrics for Computation of Points.
Based on the Rubrics for the Computation of Points, the three (3) applicants have obtained the total ETE scores of 23 points for Applicant Durian, 15 points for Applicant Mangosteen, and 6 points for Applicant Caimito.

B1: Performance
IMPORTANT REMINDERS IN THE COMPUTATION OF PERFORMANCE SCORE
For positions with no Experience requirement, the Eligibility Rating shall be used - based on Division HRMPS Board deliberation.
In case of adjectival Performance Rating, the midpoing value shall be used.
For applicants who graduated with honors, their Performance Points are determined based on the level of scholastic performance.
NOTE:
For positions with no Experience requirement, the Performance Points shall be obtained from Eligibility Rating (to be transmuted into 100% and multiplied by the Experience highest possible score) - based on Board recent deliberation; however, the performance rating shall be used when available. For positions with no requirements for both Experience and Eligibility, the Performance Points shall be obtained from Education General Weighted Average (GWA) which is to be transmuted into 100% and multiplied by the Experience high possible score; however, if either the Performance Rating or the Eligibility Rating is available, the same shall be used. Based on the DO 7 s 2023, if the position has Experience requirement and the applicant has no Performance Rating, the applicant shall be given zero (0) for the Performance criterion.
