After a challenging yet fulfilling journey, the top five for each category in the Search for Most Outstanding School Paper Advisers and Campus Journalists of the country were finally revealed during the awarding ceremony held at Sison Auditorium, Lingayen on January 31.
Rafaello Cedric A. Calliao of Region XI and Mary Grace Lourdes C. Gorre of Region X captured the Champ titles, being the Most Outstanding Student Journalists in the elementary and secondary levels, respectively.
Meanwhile, Anthony Acedera from Region IV-A and RJ Lansang from Region 3 grabbed 1st places as the Most Outstanding School Publication Advisers in the elementary and secondary levels, respectively.

School publications from the National Capital Region (NCR) in secondary and Region IV-A CALABARZON in elementary topped this year's best school paper contest (both in English and Filipino categories) in the NSPC.
This year’s Top 7 Best School Papers were recognized during the awarding ceremony held at the Sison Auditorium for secondary and Pangasinan Training and Development Center for elementary, January 31.

This year’s candidates for Most Outstanding School Publication Advisers (MOSPAs) and Most Outstanding Campus Journalists (MOCJs) face the panel of judges for an interview and final assessment at the SDO 1 Pangasinan Conference Hall, Lingayen, Pangasinan, January 30.
As a new rule, the said interview shall be the final phase in selecting the five SPAs and five CJs who will be awarded as the National Awardees at Sison Auditorium, Lingayen, Pangasinan on January 31.
Meanwhile, all regional MOSPAs and MOCJs will be awarded as National Finalists, unlike in the previous years wherein all National Finalists are automatically awarded as National Awardees.
The Outstanding School Publication Adviser candidates are from the following regions: Elementary (5) - Region 4-A, Region 4-B, Region 5, Region 9 and CAR; Secondary (7) - Region 1, Region 3, Region 4-A, Region 5, Region 6, Region XI and Region XII.
The Outstanding Campus Journalist contenders are from the following regions: Elementary (9) - Region 3, Region 4-A, Region 4-B, Region 5, Region 6, Region 10, Region 11, Region 12 and ARMM; Secondary (8) - Region 1, Region 3, Region 6, Region 8, Region 10, Region 11, Region 12 and NCR.

Philippine Association of Elementary Campus Paper Advisers (PAECPA) National President, Meriam A. Macalangcom led the meeting of elementary school paper advisers at the Schools Division Office I Pangasinan, January 30.
Macalangcom, a paper adviser from Autonomous Region in Muslim Mindanao (ARMM) discussed the guidelines and criteria for the Search of the Outstanding School Paper Advisers and Campus Journalists among SPAs and CJs from various regions.
The meeting is one of the regular activities of this year's NSPC.
National Secondary School Paper Advisers Association (NSSPAA) President Manuel C. Zacarias held a meeting with 136 school paper advisers and NSSPAA officers at the SDO1 Pangasinan Conference Hall (3rd floor), January 30, 2019.
Meanwhile, Komisyon sa Wikang Filipino (KWF) or the Commission on the Filipino Language Act led by Mr. Roy Rene S. Cagalingan and Ms. Kriscell L. Labor attended the said meeting to conduct a consultation with the school paper advisers from all over the country to solicit some inputs that they can integrate for the development of their project on “KWF Manual sa Estilo.”
The KWF group dished out free books, posters and newsletters to the participants to continuously promote the use of the Filipino language.
NSPC contestants from the 17 regions of the Philippines competed in Radio Script Writing and Broadcasting at Pangasinan National High School, Lingayen, Pangasinan on January 30.
Each group was given one and a half hours from 9 A.M. to 10:30 A.M. to prepare their script.
This was followed by the Radio Broadcasting which started at 1:00 P.M. wherein each group was given five minutes to present.
TV broadcasters from the 17 competing regions in this year's NSPC gave their best shot to cop the champ title in TV Broadcasting and Script Writing contest, January 30.
The contenders came up with a live TV Broadcast simulation in a fully-equipped studio simultaneously projected on a LED TV located in front of Pangasinan National High School Centennial Building where spectators can witness the whole newscast.
Everything is set for the third day of NSPC 2019 at Pangasinan Training & Development Center as the Collaborative Writing and Desktop Publishing contestants display their teamwork and strategy in coming up with their winning output for today’s competition, January 30, 2019.
A total of 476 writers and desktop publishers from the 17 regions of the country are currently set to fuel their pens and creative minds with the data gathered from the mini-presscon held at the same venue.
Pangasinan Police Provincial Director Wilson Joseph F. Lopez led early inspection of the contest areas for the 2019 NSPC at Pangasinan National High School on January 28, 2019.
PD Lopez visited the Multi-Agency Coordinating Center (MACC) Command Post, checked on the billeting areas, and assured of the 24/7 police visibility on all NSPC 2019 areas.

The Schools Division Office 1 Pangasinan, as it hosts this year’s National Schools Press Conference, makes history in the conduct of conference for its provision of complete set of equipment for TV Scriptwriting and Broadcasting.
The full studio set-up is considered to be the first in the third-year run of the said competition. It is comprised of backgrounds ready for chroma and non-chroma studio set-up, three cameras – two for studio and one for live remote, video and audio mixers, teleprompter machine, a complete set-up of lightings – four fill lights, seven back and key lights. The studio was also provided with a computer desktop for recording the outputs and a laptop to be used for playback.
Compared to the previous TV Broadcasting set-up, this year’s studio is totally different. The campus journalists will have a true-to-life experience of broadcasting just like what TV anchors and reporters do. Aside from the recorded outputs, the broadcasters, especially the anchors will deliver live spiels and banters to be followed right away by the video playback of the audio–video (AV) package – like a systematic rundown of news stories shown on national TVs. Aside from that, one broadcaster will also deliver a live report from a camera set-up outside the studio.
The said studio set-up was prepared for almost a month by the administration and technical staff of the Schools Division Office 1 Pangasinan and the Pangasinan National High School, with substantial help from the Provincial Government of Pangasinan in terms of equipment and technical expertise of the Technical Team led by Jonathan Castro, a former Public Affairs Director of GMA Dagupan and now a staff of the Public Information Office.
DepEd SDO 1 Pangasinan ensures quick and accessible communication in the conduct of the 2019 National Schools Press Conference (NSPC) through its creation of Multi-Agency Coordinating Center (MACC). The standardized incident communication strategy is comprised of different supporting government agencies i.e. Department of Education specifically the host division, Schools Division Office I Pangasinan, headed by its superintendent Dr. Maria Celia Junio-Fernandez, Provincial Disaster Risk Reduction and Management Council (PDRRMO), Philippine National Police, Provincial Health Office, Provincial and Municipal Bureau of Fire Protection, Central Pangasinan Electric Cooperative, INC., Public Order and Safety Office, Provincial Security Office, Provincial General Services, other local government offices and the coast guards.
Furthermore, all members are enjoined to gather and report real time updates and any incident to the Command Post which is open 24/7 to receive and address incidental occurrence by directly notifying the agency or persons in-charge and send updates to the concerned agency and focal persons all throughout the event.
According to the members of the Command Post who follow shifting of schedules to cater the five-day event, the said inter-agency coordinating scheme shall maintain its connection to its supporting agency although MACC’s specific purpose is to cater big events like the 2019 NSPC.

DepEd Secretary Leonor M. Briones addressed education-related issues raised by the campus journalists during the press conference held at Sison Auditorium, Lingayen, Pangasinan, January 28, 2019.
Other issues raised by the campus journalists were the NSPC registration fee, criminal liability of children, bullying incidents, salary increase for teachers, ratification of Bangsamoro Organic Law (BOL) and the role of DepEd on Mental Health Law.

Read full story...The National Technical Working Group, with the assistance of select Pangasinan National High School (PNHS) teachers, checked the laptops, cameras, SD cards, USB and other gadgets brought by the contestants for TV Script Writing and Broadcasting, Radio Script Writing and Broadcasting, Collaborative Writing and Desktop Publishing, Online Publishing and Photojournalism on the day before the opening of the 2019 NSPC.
Mr. Christopher Valiente, the focal person of this activity led the sealing of the contestants' equipment.
Some 3,320 delegates of the 2019 National Schools Press Conference (NSPC) from the 17 regions of the Philippines arrived and registered in their respective billeting centers on January 27.
The billeting quarters have complete sets of bedding, 24/7 information desks and medical stations and delegates are provided with shuttle buses and vans.
Prior to the opening program, a grand parade consisting of campus journalists and delegation heads massed at the Pangasinan Capitol Grounds to Narciso Ramos Sports and Civic Center. Colorful accessories, shirts, and umbrellas showed the diversity and rich culture of the delegates from the 17 participating regions in the country.
Harmoniously escorting the participating regions were the drum and lyre corps heightening the excitement of the event.

Garma said during his welcome address to the delegates and participants of the 2019 National Schools Press Conference, January 28.
RD Garma likewise expressed his appreciation to the Local Government Units in the Province of Pangasinan headed by Gov. Amado I. Espino III for the valuable support they have bestowed for the successful management of the NSPC preparation and competition.
LINGAYEN, PANGASINAN – Department of Education (DepEd) Secretary Leonor Magtolis-Briones led the opening ceremony of the 2019 National Schools Press Conference (NSPC) at the Narciso Ramos Sports and Civic Center, January 28.
In her keynote address, Briones encouraged the campus journalists to “think critically, analyze the difference between fact and opinion, between truth and falsehood.” She further stressed the role of the young writers in fostering 21st century-skills and character-based education.
Dubbed as the “Olympics of Campus Journalism,” the annual NSPC is attended by almost 5, 000 campus journalists, school paper advisers and media practitioners from the 17 regions of the country.
The 5-day event is composed of individual and group contests (elementary and secretary), school paper advisers’ session, director’s hour, awarding of the best school papers, most outstanding school paper advisers and most outstanding campus journalists (elementary and secondary), awarding and closing programs.
TV Broadcasters from the 17 competing regions were oriented about the rules and guidelines in TV Script Writing and Broadcasting of this year’s National Schools Press Conference during the Orientation Program at Pangasinan National High School, Lingayen, Pangasinan, January 27.
The National Technical Working Group (NTWG), with the assistance of Pangasinan Information Office (PIO), briefed the TV broadcasters regarding the usage of the equipment and gave them a chance to rehearse and test their gadgets.
Each team from the competing regions were given 20 minutes to test their equipment and simulate their presentations.
