Long time ago Libas was founded in the western part of San Carlos. The barrio was inhabited by purely Pangasinenses. The barrio was transversed by rough road dividing the northern and southern portion of the said barrio. The name of this barangay according to reliable sources derived from the word “LIBAS”. Before the coming of the Spaniards, when commercialized shampoos were not yet discovered, people make use of Lubas to soften their hair. This kind of hair softener was not instant, but it is prepared by means of burning rice stalks mixed with water and soap. When the Spaniards first came to this place, they saw a woman taking a bath using LUBAS As her shampoo. They asked her what this place was called. The woman thought that the Spaniards were asking about the native shampoo she was using and so she answered LUBAS. The Spaniards heard “LIBAS” which sounds like “LUBAS” and henceforth they called the place “LIBAS”.  LIBAS NATIONAL HIGH SCHOOL then was established on March 19, 1968.
