The Lal-lo Elementary School/Lal-lo Community School/ Lal-lo Central School now Lal-lo North Central School (LNCS) is one among the oldest schools in the country. It was established in the year 1901 during the American Regime in accordance with existing laws during those times. According to historians, there were six hundred American Teachers known as the Thomasites who were assigned to different schools in the country including Lal-lo. Moreover, during that time Lal-lo Elementary School, Camalaniugan Elementary School and Gattaran Elementary School made up Lal-lo District with Lal-lo as the center. Furthermore, these schools accordingly were the only complete elementary schools and all the others were primary schools in the district so pupils from these schools came to finish their elementary education here. Lal-lo Elementary School as the center of education became the Lal-lo Central School. Due to rapid growth of population, the district was divided into two districts, Lal-lo North and Lal-lo South with Lal-lo Central belonging to Lal-lo North District. Later, it became the Lal-lo North Central School when the two districts were again divided into three districts namely Lal-lo North, Lal-lo South and Lal-lo Central. As one of the oldest schools in the country, the Lal-lo North Central School continued its legal operation from the time it was founded in the year 1901 up to the present.
The Lal-lo North Central School has an agricultural irrigated land measuring 2.6050 ha. and a residential lot measuring .9250 ha. or a total land area of 3.5300 hectares identified as Lot 19033 PLS 533.
A number of school administrators successively managed the school before it had reached its present status. They were Mr. Florencio Balatico, a Principal Teacher, Mr. Demetrio Aguinaldo, Mrs. Pilar Austriaco Dirain, Mr. Florencio Balatico, Miss Dela Cruz, Mr. Gerardo Quimosing, Mr. Feliciano Gregorio, Mr. Dandelion Ziganay, Mr. Arthur P. Agluba, Mr. Joaquin C. Columna- Principal II, Mrs. Imelda O. Urmatam- Principal I, Raquel Columna-Marantan, Ph.D.- Principal III. The school started with a Gabaldon Building that was built in the 1960’s until it multiplied into several buildings when its population grew. At present, the LNCS has seven number of school buildings of which five are academic and two are non-academic to respond the need of its 353 populace coming from the three main feeder barangays of San Jose, Centro and Fabrica. Required facilities and equipment to maintain and sustain its operation were acquired through the years. Among these are the Administration Building, School Clinic, School Library, Science Park & Science Room, Kabayani Park, School Canteen, Playground Apparatus, School Nursery, Agriculture House, Home Economics Room, Herbal Garden, School Gymnasium, electrical and water supply and many more. A fish pond inside the school is also managed as a source of income for the implementation of various school programs and projects.
The provision of school facilities necessary for its successful operation depends mainly on national government particularly the Department of Education as well as the stakeholders such as the Parents-Teachers Association, the Lal-lo North Central School Alumni Association, Local Government Unit, civic spirited citizens, government & non-government organizations. To extend continuous support to the school by assisting in its programs, projects and activities it demands firm ownership over the school site that would likely provide the assurance that unified efforts for improvement will not become in vain, hence an application for presidential proclamation of the area as school site is on process because it ensures better quality service to the pupils in particular and to the people of Lal-lo in general. Its application for presidential proclamation has been forwarded to the Office of the President for approval and the school is waiting for the release of its special patent to be issued.
Today, the Lal-lo North Central School is composed of 13 permanent teachers, one Kindergarten Regular Teacher and one administrative aide. It is led by a full pledge Elementary School Principal III, Dr. Fampito M. Combate who took over on September, 2013 . Through his leadership, bigger and more challenging programs and projects were being proposed and accomplished both in the physical and academic aspects of learning. His foremost concern was focused on the redevelopment of the Lal-lo North Central School as reflected in the school improvement plan that he crafted with a title, “The Redevelopment of the Lal-lo North Central School: A Doorway to Better Performances. Its content indicates the school site titling as one of the school’s top priority under physical development. This was presented and discussed in a general assembly of the LNCS Parents-Teachers Association and majority conformed with the idea that it is high time for the school to be given a proof of ownership to the area after its 110th year of active and dedicated service to mankind. Her idea that physical appearance and outstanding accomplishments attract more enrollees to the school pushed her to lead in the school’s transformation. Through the unity and cooperation of teachers and stakeholders such as the Lal-lo North Central School Parents-Teachers and Community Association, the Barangay Council of San Jose, Centro and Fabrica, Local Government Unit of Lal-lo and the Cagayan Provincial Government, government and non-government organization, the private sectors, business sectors and other civic spirited citizens bigger projects and significant programs in line with Dep.eD were accomplished. Some of these projects were leveling of school grounds, construction of the LNCS Center Gate, Repair of school library, completion of floor tiling for Grade II-A classroom and Grade II-B Built-In CR flooring, relocation of the school playground apparatus, improvement of the flagpole and LNCS inside marker, labeling and repainting of school buildings. Her first accomplishment in the academic development was attained when the school participated in the 2008 Division Science Quiz, Science Fair and Sci-Dama where Darrel Jed Israel garnered 5th place in Science Quiz and Charmaine M. Israel defended the First Investigatory Project of LNCS Individual Category titled, “ The Effect of Calamansi and Sugar Apple Decoction in Fungal Dermatosis and Tinea Cruris.” The Project write up was a product of joint effort by the two advisers namely Mrs. Lorna S. Gabriel and Dr. Raquel C. Marantan. As part of educational targets for pupil development on writing and communication skills, some select pupils were sent to the 2008 Division Orientation and Training Workshop on Radio Broadcasting and Script Writing held at Cagayan National High School Old Library on November 28, 2008. This paved way to their participation in the Division Schools Press Conference held in Ballesteros Central School on December 2-3, 2008. In Sports Development, Aira Limun was declared CAVRAA Champion in individual Rhythmic Gymnastics that qualified her to participate in the 2009 Palarong Pambansa through the expertise of Mrs. Andrea Dela Fuente, Master Teacher II & a seasoned Rhythmic & Artistic Gymnastics Trainer. As part of innovative plans towards the redevelopment of the Lal-lo North Central School, Dr. Raquel C. Marantan initiated the composition of the Lal-lo North Central School Hymn. It was composed on July 8, 2008 by Mr. Arthur P. Agluba, a retired District Supervisor of Lal-lo North District. The composition of the school hymn was funded by the Supreme Pupil Government during the reign of Kent Michael S. Durupa as President in the year 2008. The song trainer of the school hymn was Mrs. Kathlyn R. Relos, Teacher III of the Lal-lo North Central School.
