The dawn of formal education in Catmon breaks through in 1946 with Isabelo Buenaventura as its first teacher and at the same time school head of the said school. Classes were held at the barrio’s “bisita”. Only Grade I class organized with an enrolment of 16 pupils. The subjects taught were Reading Arithmetic with English as medium of instruction.
Later the barrio folks constructed a temporary school house in the place where the school now stands. Grade II classes was opened and another teacher was assigned to teach.
Due to the rapid expanding population, the barrio people sought the help of Secretary of Public Instruction to secure government funds to finance the construction of a semi-permanent three-room public-school building in the barrio. They solicited the help of the local land owner, Don Jose Juan Serapio – First Governor of Bulacan to donate one hectare of land where the school is now located. That school year the highest grade offered was Grade VI, Mrs. Rivera and Mrs. Castro were added to the teaching force.
The following years marked the growth of the barrio school. Enrolment increased and prompted the opening of Grade VI class. The school year 1961-1962 Catmon Elementary School became first complete elementary school in Sta. Maria with the appointment of Mr. Cirilo H. Sta. Rosa as its first head teacher.
Jose Juan Serapio Elementary School formerly known as Catmon Elementary School was named after the first Governor of Bulacan and the donee of the lot, Don Jose Juan Serapio, who also hails from the Barrio of Catmon. It has a total enrolment of 1, 271 for the school year 2018-2019. It has 2 Master Teacher II, 1 Master Teacher I, 3 Teacher III, 1 Teacher II, 30 Teacher I, 2 Utility Worker funded by the MOOE and 2 Canteen Helpers funded by the school. A full time Elementary School Principal III heads the school in collaboration with the parents and other stakeholders,
It has an area of 9, 078 sq. meters, located on the eastern part of Santa Maria and along the national road of Catmon, Santa Maria, Bulacan, 7 kilometers away from the town proper. Its topography is partly flat level land and partially rolling.
