All DepEd libraries are fully functional as a place for reading, research, discovery, development of information literacy, and collaboration of learning to contribute significantly in attaining the K to 12 program objectives, thus by the year 2030, all libraries will integrate the new and old practices in seamless physical and virtual space where all formats can be assimilated and studied in reaching greater level of learning achievements through stakeholders' shared engagement in library establishment, improvement and management.

All DepEd libraries aim to empower and bestow leadership to learners, teachers, librarians, and stakeholders in choosing, gaining, storing, accessing, and making supplementary learning resources available to create a place for reading, research, discovery, development of information literacy, and collaboration. DepEd libraries are committed to make an impact in building a learning community where stakeholders engage one another to participate in and contribute to their learning and growth and achieve the objectives of the K to 12 Program.

A school Library is very important in the attainment of the objectives of education. Its main function is to make instructional materials available and accessible to teachers and learners in order to develop positive reading study habits and develop the ability to use these materials efficiently and effectively as a tool of learning.

Beyond acquiring a rich collection for libraries and promoting their effective use, libraries in the different levels of governance in DepEd shall be established, improved, and managed as a place for 21st century learning, inclusive and responsive servicing, and collaborative building and sourcing to support the K to 12 Program.
