Nannarian Barangay High School was established in the year 1996 under a Resolution approved by the Municipal Council and the implementation of the Barangay High School Charter. The high school was located then in the elementary school site in Nannarian, Peñablanca, Cagayan. Because of the acquisition of a 1.5 hectare lot from the donor, heirs of Don Severino Pagalilauan in 1988, the high school was independently transferred to the new site in Callao, Peñablanca, Cagayan. Request was made to change the n00ame of the Nannarian High School to Don Severino Pagalilauan High School through a resolution by the PTA in the year 1991 address to the Secretary of the Department of Education Culture and Sports. The school is in operation for more than 32 years with a newly opened annex high school located in Mangga, Peñablanca, Cagayan which is 32 kilometers away from the main high school. This was opened with first and second year students in the school year 1996-1997.
The mission of the High School in the eastern part of Pinacanauan River is to give equal opportunity for all in-school youth to continue the DECS literacy program and to improve the quality of life in the Municipality of Peñablanca particularly the hinter-barangays of Lagum, Quibal-Nanguilattan and the Callao area in general.
The total land area of the school is approximately 1.5 hectares. The area has been built with numerous buildings and facilities that housed the almost 1,000 students.
It has a source of surface and groundwater which serves as the source of water supply for the different requirement of its total population. However, the location of the school is vulnerable of flood since there is no canal system where rainwater run brought about by extreme weather conditions like typhoons and monsoon rains.
Don Severino Pagalilauan National School is strategically located along the Barangay of Callao having a span of more than one hectare. From the highway coming from the city, it is situated at the right where one could easily see from afar. It is surrounded by concrete fence thereby promoting the safety and security of all students and school personnel. It is bounded by the Sierra Madre mountain in the east and by the Pinacanauan River on the west as part of the tributaries of the Cagayan River. Likewise, it is situated at the middle of vast agricultural lands in its course as the primary source of livelihood amongst the people in the locality.
The school caters to the six feeder barangays which include Barangays Quibal, Aggugaddan, Malibabag, Callao, Nannarian and San Roque.
The school, whose lot has been donated by the late Don Severino Pagalilauan, spans a total of 1.5 hectares. The land has been used for the constructions of instructional buildings that are now used by the almost a thousand students. In totality, there are 14 school buildings excluding those which have not been fully constructed and used that are now in place and are used as classrooms, laboratories, and offices.
Cagayan, the province where the municipality of Penablanca resides, has three types of climate: Types II, III and IV. Type II climate has no pronounced dry season but has very pronounced rainfall from November to January. Type III climate is predominant in the Province in most areas within the valley. There is no pronounced season, although it is relatively dry from November to April and wet during the rest of the year. The northeast monsoon brings dry and cools winds from November to January. The southwest monsoon brings heavy rainfall as it blows over the mountains in the months of June to October, sometimes extending to the early part of November. Type IV climate is characterized by evenly distributed rainfall throughout the year mainly because of the northeast trade winds. This further enhances the suitability of these areas to planting various crops adapted to this climate type.
There is predominantly two distinct dialects that Penablancanos are known for and are used to speaking in: Itawes and Ibanag. These two native languages have been passed on by their forefathers and are still carried on until the present generation. These mark the true identity of the place - reckoning family relationships, traditions and culture as among the highly cherished values in life.
As of the present School Year, the total number of enrollees in Don Severino Pagalilauan National High School is 925 divided across the six grade levels from both the Junior and Senior High School Departments. In comparison with the previous school years, it has been noted that there is a gradual increase in the enrollment thereby raising resources for the learners.
From the population that has been interviewed and surveyed upon, majority of them are still taking their high school level of education. It also has been noted that most of them wanted to pursue higher education since they wanted to have a brighter future and become successful in their lives.
As per record and survey from among the students, there has been no report on students having disabilities. It clearly shows that students of DSPNHS are as healthy and functionally able to carry out their daily tasks in school and even at their own respective homes.
The school has established its own school clinic where students who are in pain are normally going into. The clinic also provides medicine and some other medical kits that might be of help to young students. Since there is no regular nurse who comes in for consultation, a MAPEH teacher has been designated to do the task and to cater to the needs of ailing students.
In the context of Don Severino Pagalilauan National High School and considering current reports, the computed class size and teacher-student ratio is 1:22 implying that there is enough number of teachers for the total number of students. Of the Junior High School, divided into four grade levels, grades 7 has five sections and the rest have four. In the Senior High School, three academic strands namely General Academic Strand (GAS), Science, Technology, Engineering and Mathematics (STEM), and Accountancy, Business and Management (ABM) and two Technical, Vocational and Livelihood specializations namely Industrial Arts (TVL-IA) and Home Economics (TVL-HE) are being offered by the school as a result of the preliminary survey conducted before the implementation of the Senior High School curriculum.
The school provides an array of learning opportunities for the students without compromising the quality of education that they deserve. The school continues to nurture every learner with the end goal of producing competent, competitive and value-laden individuals who shall make their own names in their future respective fields.
The factors surrounding poverty characteristics in the locality where the school is located are low income due to unemployment or underemployment, the problem of low income among families is intertwined with low productivity and inadequacy of livelihood and job opportunities. A high price of goods and services is also a factor. More so, families who belong to poverty threshold level could hardly cope with the present inflation. As a result, many are not able to have an access to education and are included in the out of school youth list.
