JOB SUMMARY
To provide effective, efficient, judicious and expeditious legal service to the Regional Office through:
Impartial, evidenced-based, and speedy disposition of administrative cases;
Effective and efficient delivery of in-house legal services and;
Reasonable monitoring and timely submission of reportorial requirements to appropriate authorities
QUALIFICATION STANDARDS
Education: Bachelor of Laws
Experience: 2 years of relevant experience
Eligibility: RA 1080 (Bar)
Trainings: 8 hours of relevant training
Preferred Qualification: At least one (1) year supervisory and managerial experience
DUTIES AND RESPONSIBILITIES
KEY RESULT AREA: IMPARTIAL, EVIDENCE- BASED, AND SPEEDY INVESTIGATION (INCLUDES MATTERS INVOLVING PRIVATE SCHOOLS)
Evaluation of complaint
Supervise the preliminary/fact finding investigation
Prepare resolution, formal charge, decision, comment for cases on appeal
Evaluate matters/issues involving private schools
Recommends the promotion of deserving employees to the Regional Director
Appears in courts or administrative bodies in behalf of the Department of Education, as supervised by the Office of the Solicitor General
Assists the Solicitor-General in handling complex legal or highly technical matters
KEY RESULT AREA: PROVIDE EFFECTIVE AND EFFICIENT IN-HOUSE GENERAL LEGAL SERVICES
Provide legal opinion, interpretation and /or advice on laws, rules and regulations, and policies concerning the Department.
Direct the preparation of letters or basic correspondence pertaining to legal matters
Study or review contracts/ agreements/ MOA
Evaluate requests for clearances, certifications or resolution on correction of entries on personal data in school records
Lead and manage the work of the RO Legal Unit Plan/organize the work of the Legal Unit (WFP and APP)
Perform other functions which the Regional Director may assign
KEY RESULT AREA: REGULAR MONITORING AND TIMELY SUBMISSION OF REPORT ON MATTERS WHICH ARE REQUIRED BY LAW
Present to regional management recommendations to strengthen Schools Division Offices’ compliance to Child Protection/Anti-Bullying Policy of the Department
Present to regional management recommendations to facilitate resolution of administrative cases in the Schools Division Office.
Coordinate with appropriate authorities for issues/concerns relating to school sites
KEY RESULT AREA: SCHOOL SITES: FOR SDOS WITHOUT LEGAL UNIT
Monitor issues and concerns pertaining to school sites and provide assistance to SDO’s, when needed. (for SDOs without Legal Unit).
Coordinate CENRO,PENRO, DENR-RO, DPWH, LRA, NCIP, DOH and other partner agencies for the issuance of Special Patent or Certificate of Title of our schools sites
