Office of the SGOD Chief
Accountabilities:
To provide strategic direction and technical inputs to the management of the schools division towards effective and efficient governance and operation of the schools and learning centers and in being accountable for its organizational effectiveness.
To lead and manage the work of the team that will help ensure that Schools Division have the resources, technical assistance and are able to implement sustainable programs and projects to help schools establish and manage conducive learning environment and ensure learner readiness to learn.
Monitoring and Evaluation Unit
Accountabilities:
Primarily accountable for the implementation of standards and policies relevant to managing schools and to ensure that the following are provided to / implemented in schools for the purpose of effectiveness:
Quality Management System Implementation
Assessment
Technical Assistance
Special Functions:
Manage the implementation of the division assessment program aligned to the national assessment framework
Provide technical assistance to schools and LCs in assessing learning for diagnostic, formative and summative purposes in terms of:
Authentic assessment strategies and tools for classroom use
Utilization of results for monitoring progress and for grading purposes
Supervise the efficient administration of national, regional, and division assessment tests
Provide technical assistance to schools in the utilization of assessment results for making instructional decisions
Manage a quality management system to ensure application of standards for quality division education planning, quality implementation of processes and quality control of education outcomes of schools and LCs
Oversee conformance to national and regional standards and guidelines in :
Capacitating schools for school improvement planning
Evaluating achievement of school and learning outcomes
Lead in the development of an M&E system in the schools division
Manage the regular conduct of Division Monitoring , Evaluation and Adjustment (DMEA) program
Monitor and evaluate performance of the Schools Division along :
Technical assistance to schools and LCs in such areas as:
Curriculum implementation
Implementation of national and regional programs and projects
Utilization of assessment and evaluation results of all programs and projects
Distribution of education resources to schools and LCs
Organizational effectiveness of the schools division
Organizational support
Disaster Risk Reduction Management Unit
To coordinate with the NDRRM (CO and RO), Local Government, and other government agencies to implement mandated measures, programs and projects, in Disaster and Risk Management (DRRM) to the schools division so as to prepare and mitigate the effect of disaster on the delivery of basic education. To provide technical assistance to schools management in identifying, assessing and reducing the risks of disaster to educational facilities, workers and learners and dealing with environmental and other hazards that could trigger disaster.
Social Mobilization and Networking Unit
Accountabilities:
To ensure provision of resources needed by the schools division office, schools and learning centres, and compliance to standards towards good governance and effective operations.
Special Functions:
Establish and manage a communication system to strengthen relationships with external partners and inform the public of the status and accomplishments of the schools division
Establish and nurture partnerships with internal/external stakeholders and mobilize resources to support the delivery of basic education
Establish a media network and mechanism for effective public relations
Implement policies, standards, and guidelines for outcomes-focused resource mobilization
Tap resources to fund school-based INSET, division-wide capability building activities and educational researches
Provide technical assistance to schools/LCs in the generation and mobilization of resources to carry out various programs & projects
Coordinate the implementation of special programs and projects and manage the conduct of special events
Engage all stakeholders in planning and budgeting relative to SEF (through the PSDS)
Strengthen sharing and clustering of schools and LCs and workgroups to build communities of schools/LCs, teachers, and learners within the schools division
Engage the schools division office and stakeholders (as needed) in planning, implementing, coordinating and monitoring activities related to Disaster Risk Reduction Management (DRRM), Education in Emergencies (EiE), climate change mitigation and adaptation.
School Health Section
Accountabilities:
To serve the Division and School Populace through the implementation of health programs, provision of basic health and nutrition services and establishment of a healthful school environment.
Build and sustain partnerships for resource generation and social mobilization towards the development of physically and mentally healthy school children who are ready to learn.
Develop a healthy lifestyle habits and practices among teachers and non teaching personnel for them to become more efficient and effective workers.
Special Functions:
Develop health and nutrition programs to respond to the needs of the children, teaching and non-teaching personnel within the scope of the schools division
Strategize and coordinate implementation of health and nutrition programs and services
Supervise health and nutrition personnel deployed to the districts and schools in the implementation of policies and execution of programs and projects towards the accomplishment of established organizational goals
Assess facilities of the schools division, districts, schools and LCs, and provide recommendations towards establishing a healthy office and school environment that is safe, secure and child-friendly.
Establish and maintain linkages with other government / non-government agencies, private, professional, technical organizations and the business sector to ensure maximum support of healthcare services and resources generation
Respond to public health emergencies brought about by natural as well as man-made disasters and provide health and nutrition services in critical/high risk areas.
Health Education
Provide technical inputs for the integration of health and nutrition concepts in basic education curricula and act as technical resource in health and nutrition in workshops and seminars.
Develop health and wellness advocacy and information dissemination strategies to improve, promote and protect the health of the school populace and the community it serves
Health Services
Strategize provision of preventive, primary, promotive, and curative, psychosocial, medical/or dental health care and nutrition services on a regular basis to school-aged children in the elementary and secondary level including teaching and non-teaching personnel: Services to include:
Conduct of medical and dental exams
Conduct of nutritional assessment and accompanying
Interventions (school feeding)
Provision of medical/dental treatment to priority cases
Provision of services to athletes during sports training and competition
Provision of psycho-social intervention services such as individual, group and family counseling; and consultation with school administrators, parents, teachers and students
Maintain a IT-enabled database of records, reports, and research on health and nutrition for the purpose of identifying needs and developing health and nutrition programs
Utilize epidemiological data/information obtained from field work to assist other regions and units in conducting and analyzing research work, and improving health and nutrition well-being to ensure maximum and effective healthcare
Maintain up-to-date records of field and clinic reports, conduct of timely monitoring and evaluation, upkeep of a computerized database inventory of records and researches and prepare annual reports for evaluation and auditing
Planning and Research Unit
Accountabilities:
To facilitate the formulation and implementation of education plans, standards, policies and guidelines in all areas of basic education in the division.
To develop and maintain Division Education Planning and Data Management Systems and conduct research studies to provide critical inputs as bases for management’s strategic and operational decisions.
Specific Functions:
Lead in the preparation and updating of the Division Education Development Plan (DEDP)
Lead in the preparation of the schools division's annual plan and budget
Prepare the schools division research agenda and oversee its implementation
Oversee and provide technical assistance to schools and learning centers in the preparation of their respective plans
Serve as the clearing house for division basic education data/information
Prepare division statistical reports that will support schools division planning, research and decision-making
Generate and disseminate timely, accurate and relevant basic education statistics to both internal and external stakeholders (e.g., LGUs, CSOs)
Validate data inputted by schools and LCs in the EBEIS
Prepare schools division planning-related reports as may be required by the Central and Regional Offices, and other partner organizations
Education Facilities Unit
Accountabilities:
To provide services to ensure structurally and physically safe buildings, grounds and facilities for the Division Office, schools and learning centers to maintain a conducive physical environment.
Specific Functions:
Assess and ensure the structural integrity of all school buildings and facilities.
Assess and ensure that all school building projects are constructed in accordance to the plans, specifications and standards prescribed by DepED.
Provide technical assistance to the BAC in the procurement activities.
Provide technical assistance in the implementation of School-Based Repair and Maintenance Scheme (SBRMS), school development plan, building maintenance and repair, etc.
Maintain an updated and accurate inventory of all existing school buildings and other education facilities.
Recommend to the SDS the construction, rehabilitation and/or demolition of school buildings and other facilities as well as monitor and evaluate these activities.
Provide accurate information and recommendations to Planning office for school site mapping.
Provide accurate information and recommendations to assist Legal Office in school titling.
Human Resource and Development Section
Accountabilities:
To implement efficient and effective Human Resource Development Systems to ensure availability of competent education leaders, teaching and non-teaching personnel for the schools, learning centers and schools division office at all times.
Specific Functions:
Install, implement, and manage the HRD services and the T&D Systems for the schools division.
Develop and implement a master plan for professional development and career management for all personnel within the schools division.
Manage the scholarship and training grants program for the schools division office.
Provide technical assistance to the Schools and LCs on the implementation of the Employee Benefits Programs and HRD systems
Manage the needs assessment, program planning, resource development and delivery of needs-based professional programs for the Schools Division Office, districts, schools and LCs.
Provide technical assistance on the implementation of the school-based training and development program for teachers.
Monitor and evaluate the implementation of the HRD and the T&D Systems in the schools divisions.
Manage the Training and Development Information System (TDIS), a component of the HRMIS, in support to the provision of quality programs.
