Mrs. Ibera passed the necessary documents for the opening of the Baua NHS Annex to the division office and regional office. The first year students who enrolled at Baua National High School from Cabiraoan were directed to stay in Cabiraoan. Their parents helped in the preparation of arm chairs and tables for the students. The first batch of students were fifty four and they occupied the Day Care Room adjacent to the Barangay hall. The Officer-in-Charge was Mrs. Luzviminda G. Guzman and the subject teachers were from Baua National High School.
The first batch of Parent Teacher Association officers were elected. The first PTA President was Kagawad Leonardo Calaycay.The Barangay Council together with the parents worked hard looking for the source of fund to finance the construction of a school building. The School Year ended but the fund for the construction of a building remained a problem.
There were already two classes, the second year were 52 and the grade 7 were 37. The teachers who were full time were Miss Gellie Meia B. Guzman, an LGU-paid teacher and Mrs. Marebec A. Vicente, a PSB teacher. Some teachers were still from Baua High School. Since there is no schoolbuilding yet the two classes occupied the mini gym. There was a reshuffling of school heads during this school year. Mrs. Violeta T. Ibera was transferred to Gonzaga Comprehensive High School (now Gonzaga National High School) and Mrs. Odilona C. Custudio became the principal of Baua High School. Mrs. Custodio was not infavor of the school site. According to her, the school must look for another area, an area which is nearer to the houses of the people and request the mayor to pay for it. But of course an area of one hectare which is needed for a school site is not available near the houses of the people. She did her best to dissuade the people but the people did not give in.
At the beginning of the School Year, the mayor, Hon. Carlito F. Pentecostes Jr., appropriated funds for the construction of a 3-classroom building. Immediately, the Barangay Council and the PTA worked for the erection of the first school building. When the Barangay Council have already started putting up the pillars of the building, an advisory from the mayor instructing the Barangay Council to discontinue the construction of the building was issued. This was after Mrs. Odilona C. Custodio wrote a letter to the mayor stating that the location is not good. It is risky to the health and security of the students because it is very far. A public hearing was requested by Mrs. Custodio.
Mr. Emy Amad Bucaneg, the MPDC head conducted a Public Hearing. Hon. Noli Licuan, the Sangguniang Bayan Member incharge of education also attended the said hearing. Many people of Cabiraoan atttended but nobody among them showed any negative reaction. Mr. Bucaneg made mention that if there are people in the community who are against the school site, then certainly these people should have attended so that they could have explained their reasons. Mr. Jesus Rodriguez suggested that the school must trace if who are those people of Cabiraoan who are also complaining in the Division Office, because there are also rumors that there is someone from Cabiraoan who went to the Division Office complaining about the proposed school site.
What is memorable about the event was Mrs. Odilona C. Custodio, the proponent of the public hearing and the principal of Baua High School (Mother School), was absent. Hon. Noli Licuan called her thrice but her phone, though it was ringing was unanswered. Hon. Larry Yangat, the Barangay Captain sent a tricycle to fetch Mrs. Custudio, who arrived only after the MPDC and SB Member have already gone.According to Mrs. Custodio, there is no medicine for forgetfulness and she was just testing anyway how determined are the Cabiraoenos in establishing a school. Kagawad Orlando Olangco, the foreman of those who were putting up the school, asked from Mrs. Custodio if they could now continue the construction of the first schoolbuilding. This time, the principal of the mother school could no longer say no to the Barangay Council of Cabiraoan.
Ma’am Custodio worked for the permit to operate of the school. She passed the necessary documents and invited Dr. Vilma Buraga, Chief of the Secondary Education Division in the regional office to conduct an ocular inspection. Dr. Buraga and Dr. Verby Domingo came to see the school site and the readiness of the school. According to them, the site is very good and conducive to learning. Dr. Buraga talked to the parents and enlightened them about the curriculum and their responsibilities as parents. The permit to operate of Baua High School-Cabiraoan Annex was signed September 18, 2012. In the same year, the title of the school site was approved.
This year is a milestone in the school’s history. It was during this school year that the school moved to the new site. The CFPJ building was not yet finished but since the barangay mini-gym could not accommodate the 3 classes anymore, the school moved to the new site already. Grade 7 and Grade 8 occupied the finished rooms of the CFPJ. One room was not yet finished so the third year occupied the Section Tree or under the tree.
When Dr. Rody Balao, the Public School District Supervisor of Gonzaga that time, visited us, he saw the students having their classes under the tree.
It was also during this school year that Baua High School-Cabiraoan Annex was given three permanent teachers, Mrs. Jane Cuntapay, Mrs. Mary Ann Oandasan, and Miss Jane Mangoma, now Mrs. Parec. The Local Government Unit employed 2 LGU teachers, Miss Gellie Meia Guzman and Miss Raquel Price Labsang. Mrs. Marebec Vicente was still hired as PSB teacher. It was also during this year that we celebrated the first founding anniversary and the ribbon cutting for the CFPJ building was done.
Because we were expecting 4 classes for the next school year, the PTA started to build a room. The PTA was then headed by Kag. Rudy Fulgencio. Though the room was not finished, for one year, the fourth year utilized it as their classroom in 2014.
Four nipa huts funded by the Sangguniang Bayan members were put up by the barangay councilmen, one for each grade level. These served as study and rest areas for the students.
The school received its first Maintenance and Other Operating Expenses (MOOE) this year. It was six thousand pesos (P6000.00) only but for a starting school like CNHS, it is already big.
Two structures were built in the school year 2014-2015. The stage and the typhoon proof building. Grade 7 occupied one room of the typhoon proof building and the other room became the faculty room, office and library. The room funded by the PTA became the school canteen. A three-room commonal CR was built behind the Faculty Room and a water pump near the CR was put up. A commonal handwashing facility was also built through the help of the Barangay Council. The PTA donated a pump well for the handwashing area.
Christina Dalmaceda became a national finalist in the on-the spot Escoda Essay Writing Contest conducted by the Girl Scouts of the Philippines. Her coach was Miss Jane P. Mangoma. The first Chief Girl Scout Medal Scheme awardees, Christina Dalmaceda and Kessey Coleen Seatriz received their gold medal from Senator Grace Poe. Kessey Coleen also garnered second in the municipal nutri-quiz. Noveem Cabais and Jonalyn Dalmaceda, basketball players made it up to the division level. The result of the National Achievement Test is not high but it is already satisfactory. Out of 143 schools, CNHS was number 73.
The first batch of graduates graduated during this school year with Kessey Coleen Requimin Seatriz as the Valedictorian. The batch donated funds for putting up a Pergola.
The graduation rites was very solemn though it was held at the gymnasium of Cabiraoan Elementary School because it was raining. The Education Specialist in Technology and Livelihood Education, Dr. Melita Requimin Cuarteros together with Mrs. Odilona Custodio attended the program. The Guest Speaker really inspired us so much. He was Reverend Joseph Gascon Agpaoa of the United Church of Christ of the Philippines. There were 50 students who successfully made it. The faculty and staff was composed of the OIC, 3 permanent teachers, 1 PSB and 2 LGU funded teachers.
The MOOE was increased to nine thousand pesos (P9000.00) per month.
Since the pergola was already erected in 2015-2016, the OIC started soliciting for the perimeter fence and because of the generosity of the Cabiraoenos here and abroad, the front side of the perimeter fence was completed. Generous marine officers from Sta. Cruz, Gonzaga, Cagayan ( Celso Ayuyang Jr., Glen Ayuyang, Jessel Jhun Mendoza, all Chief Mates) donated the entrance gate. The pavement connecting the office and the commonal CR was constructed.
The Basketball court was put up by the Barangay Council still headed by barangay captain Larry F. Yangat.
During this school year, the senior high school building was built and due to the shortage of rooms, again the PTA started a 2-Cl building with the initiative of the PTA headed by Pastor Dominador Lorenzo.
Mrs. Odilona Custodio worked for the separation of the school which was approved on November 24, 2015. The school now is Cabiraoan National High School.
During this school year, Elena Agcaoili and Crisolyn Dancel were awarded Chief Girl Scout Medalists; Ranzel G. Guzman was 3rd Place in Editorial Cartooning during the DSSPC and 2nd Runner Up in Mr. Great contest conducted by SSG in Baguio City. Ranzel was also the champion in badminton in the municipal level.
The first moving up ceremony was done with 51 completers. Elena Agcaoili was the First Rank among them.
Cabiraoan NHS was then given another permanent teacher, Ms. Raquel Price Labsang detailed from Rebecca National High School as additional to the 3 pioneer teachers. The LGU employed also 3 teachers, Mrs. Heidee Pagaran, Ms. Mary Ann Baldugo and Mr. Geovannie Rey Rodriguez. The Faculty and staff was also joined by two volunteer teachers, Ms. Gelmarie Tabieros and Mr. John Lawrence Mahor.
For 2015, the MOOE was Eleven Thousand Six Hundred pesos (P11,600.00) and for 2016, it was raised to Eighteen Thousand pesos (P18000.00).
CNHS is lucky to be given the chance to offer Senior High Schoool. Since Cabiraoan is an agricultural community, the OIC opted to offer Organic Agriculture and Pest Management. Due to limited facilities and equipment and the small number of completers, only one specialization was offered. Among the 51 completers, only 28 enrolled in Grade 11. The other students decided to enroll in other tracks offered in nearby schools. These 28 students are the first batch of senior high school. This school year, two senior high school teachers, Ms. Gellie Meia Guzman and Mr. Elmark Dumayag were assigned to CNHS. Mr. Aldwin Tuliao from Tuguegarao was appointed as Administrative Assistant II. There were five LGU funded teachers of Junior High School. They are Mr. Geovannie Rey Rodriguez, Ms. Mary Ann Baldugo, Ms. Myra Lea I. Mejica, Mr. Orlando Mangrubang Jr., and Miss Jenny Sapinoso.
Mikaela Angela Crisostomo was a Chief Girl Scout Medalist, Princess Karen Guzman was 3rd Place in Nutriquiz- municipal level, Ranzel Guzman was 1st Place in Badminton- municipal level, 2nd Place, Talents Unlimited, UP Anna na Cagayan, 8th Place, Editorial Cartooning, DSSPC.
Equipment for the SHS were provided, two hand tractors, one rice thresher, two sprayers, a nursery, water pump, complete PPE for students, etc. School MOOE is already Twenty Thousand (P20,000.00).
For this school year, Cabiraoan National High School was given 5 permanent items in the Junior High School thus paving the way for the entrance of Ms. Myra Lea Mejica, (English), Ms. Jenny Sapinoso (Science), Mr. Jerick Genova (Filipino) and Ms. Doreen Mae Gorospe (Math). The item of Mrs. Mary Ann P. Oandasan was returned to Baua NHS. Mrs. Oandasan and Miss Gorospe made internal arrangements. Ms. Gorospe stayed at BNHS while Mrs. Oandasan remained at CNHS. The item of Ms. Raquel Price Labsang was given back to Rebecca NHS and she became also a permanent teacher of CNHS. The Senior High School was given additional permanent teacher, Mrs. Jocelyn Ancheta (Math) and two Provisional teachers, Mrs. Jenalyn Fernando (Science) and Ms. Jeddahlyne Marcelo(Agriculture). It was this year when the completion and turn-over of the 2-Cl building which was donated by the FFCCCII (Federation of Filipino Chinese Chambers of Commerce and Industry Incorporation) through Mr. and Mrs. Louie Lee was done.
The enrolment in the SHS was only 26 Grade 11 and 28 in Grade 12 and the enrolment in the JHS increased only a little.
Lyngel March Mendoza, Princess Ascueta and Kristine Deomarie Battung were the Chief Girl Scout medalists. John Art Rodriguez made it to the division level in Track and Field, Jesselyn Rodriguez, another Track and Field player made it up to the congressional level, Ranzel Guzman was 8th Placer in Poster Making Contest (Pop-Dev), Gevy Mark Baclig was 4th Placer in Poster Making ( UP Sinniriban), Leonilda Fulgencio, 8th Placer in Extemporaneous Speaking (UP Sinniriban), Dandan Bigornia, 3rd Placer, Slogan Making (YES-O Camp), Kristine Deomarie Battung, 5th Place, Extemporaneous Speaking ( YES-O Camp).
A vermihouse was constructed and the Grade 12 students started to make carbonized rice hull, vermicompost and concoctions for pesticide, root booster and foliar fertilizer. Their products are additional source of income for the school.
The construction of the 2-cl building behind the stage and the 3-cl building near the road also started this school year.The pavement connecting the FFCCCII to the office of the OIC was done. Thru the help of the LGU, the roofing of the building started by the PTA was completed.
The first batch of the Senior High School graduated. There are 28 graduates led by Elena Ibera Agcaoili, With High Honors.
During this school year, 8 permanent items were given in the Junior High School and 1 item in the Senior High School. The teachers who are now permanent teachers in other schools are given the chance to transfer. The 8 items were given to Mrs. Marebec A. Vicente, (former PSB teacher of CNHS), Ms. Mary Ann A. Baldugo, Mr. Geovanni Rey Rodriguez, Mr. Orlando Mangrubang Jr., Mrs. Julie Ann I. Seatriz, and Mrs. Gelmarie T. Mangiguil (former LGU and volunteer teachers) and Mrs. Genie U. Sotoza. The item of Mrs. Jane I. Cuntapay was returned to BNHS and she took one of the items. Mr. Vladimir Anog Babaran from Enrile was assigned as Social Science teacher of the SHS.
CNHS was Champion in the Municipal Search for Best Gulayan sa Paaralan and Second in the Search for Best ESWM Implementer, municipal level. Sophia Angeline Delantero was 3rd Place in Essay Writing Contest, municipal level. Princess Karen Guzman bagged 5th Place in Column Writing and 6th Place in Feature Writing (DSSPC). She also was 3rd Place in Tourism Quiz Bee, municipal level; and 5th Place, PopDev, division level. Leonilda Fulgencio was 8th Place in Dagliang Talumpati, division level, Buwan ng Wika. Christma Joy Torres was 8th Place in Feature/ Science and Tech Writing, DSSPC.
Construction of 5 school buildings is going on. The 3-Cl building along the road is about to be done, the 2- Cl behind the stage is also almost done. The unique TVL is already half through and the construction workers are starting again to build the 2 -storey building. Another TVL Building is being constructed. Through the generosity of the LGU headed by Hon. Marilyn S. Pentecostes, the CFPJ Type building is already tiled. And with the initiative of the PTA, the front extension of the CFPJ is finished creating a study area for the students. Hoping to find help from stakeholders again for the repair of the roofing of the stage which was blown by typhoon Ompong. The Material Recovery Facility was constructed. The three-room CR for the SHS was finished. The PTA funded the construction of three tents to be used as shades during programs.
The graduation of the second batch of SHS was held at Gonzaga People’s Gym. It was a mass graduation of all the secondary schools in Gonzaga. Princess Karen Hermogenes Guzman led the second batch of Senior High School in CNHS, With High Honor.
The enrolment in Grade 11 increased by almost 100%. The opening of Accountancy, Business and Management in the SHS is already approved.
All the school buildings started in the previous years are already finished. The school has complete classrooms already, with a computer and a science laboratories. There are two TLE Rooms. The only problem now is the roofing of the stage which was blown by typhoon Ompong, and the need of a bigger library. Because of the SEF, the pavement around the PTA building was extended for a more spacious space if there are gatherings like meetings and programs. The pathway from the office to the SHS buildings are already constructed.
The school was adjudged 3nd Placer in the Gulayan sa Paaralan, municipal level, Second Place also in the Search for Best ESWM Implementer and Second Runner Up in the Dance of Lights Contest conducted during the Municipal Christmas Program. The other secondary schools were astonished when the SHS bagged the Highest Place in the Infomercial Contest. The coach was Mrs. Jenalyn Orteza Fernando, Grade 11 adviser. Mrs. Gelmarie Tabieros Mangiguil was chosen as the Most Outstanding ICT Coodinator in Gonzaga East District.
The school was a recipient of the DCP Program; there are 50 units of tablets and a laptop and two units Charging Storage Cart. Computer classes started.
All of the Grade 10 and Grade 12 students who took the test for NC2 passed. There are thirty eight students who graduated in the SHS led by Jamela Aubrey Hermogenes Guzman, With High Honors. No graduation ceremony was conducted due to the COVID19. Classes were suspended from March 14, 2020 to October 4, 2020.
This is a different school year. The COVID19 pandemic caused the suspension of classes. Different distant learning modalities were introduced because we could not have face to face due to the fact that COVID19 is a highly infectious disease. Classes started in October 5, 2021. Modular Distance Learning was implemented. CNHS could not make use of the other modalities since the internet connectivity is not stable and not all the learners have smart phones. Massive amounts was used for the purchase of printers, bond paper and ink for the reproduction of modules. Thanks God there are many generous citizens who are sharing their blessings to educational institutions. There are those who donated printers, ink, bond paper, masks and alcohol. From the MOOE, a comfort room in the office was built. The divider shelves were also constructed and the building of the extension of the roofing of the administration building is going on.
This is the 8th year of the school since its establishment. We started from nothing but the intense desire of the Cabiraoenos to have a secondary school so that the students from Cabiraoan will no longer go to other schools to study because we already have our own school and so that all of the youth from this place will at least finish basic education. With the help and support of our stakeholders we have grown to what we are now. We hope that as we journey through the years our partnership will continue and may the Lord Almighty will always be our guide.
