HISTORICAL BACKGROUND
Bayawan City Science and Technology Education Center was formerly known as Bayawan City Science High School (BCSHS). It started as an idea that evolved through time into what it is today. For many years, Dumaguete Science High School (DSHS) has attracted numerous students from Bayawan, continually drawing some of the city's best and brightest elementary graduates. In the minds of many Bayawanon alumni of DSHS, its culture of close-knit students and teachers, and the quality of education are distinctive characteristics of a model school for the brightest minds. With this idea, in 2003, Dr. Alvin D. Vista, Engr. Kenneth S. Artes (two of DSHS alumni), and Mrs. Teresita T. Gidaya (Education Supervisor) suggested to the mayor that Bayawan should have a science high school of its own, so that those who cannot afford to study and live in Dumaguete can have the same quality of education and school experience that they deserve. From there, the idea became more concrete through the collaboration of the City Mayor, Hon. German P. Saraña Jr., and the former Assistant Schools Division Superintendent of Bayawan City Division, Dr. Milagros C. Velez, coupled with the decisive endeavor of the members of the Sangguniang Panlungsod and the educational leaders and stakeholders of the Division.
In April 2005, the City Division and the Local Government Unit of Bayawan City drafted the proposal on the establishment of a science high school in the City. Hon. Saraña and Dr. Velez made their first endorsements to the DepEd Regional Office. On June 24, 2005, the proposal reached the Office of the Regional Director, who immediately directed Dr. Miguela Savellon, then Regional Supervisor in Science, to review such application. In July of the same year, Dr. Savellon visited and inspected the school and finally made positive recommendations on its operation.
Like any other newly established school, BCSHS started out with humble beginnings. Teaching was initially handled by two full time teachers namely, Mr. Lorenzo M. Arcon and Ms. Luisa H. Igos, with four other adjunct subject teachers from BNHS. The school did not have its own campus yet and held classes with the 40 first year students at Bayawan National High School (BNHS). In the first year of operation, the school relied on any available Special Education Fund and/or general funds of the City MOOE of Bayawan National High School. It was also BNHS that supplied some reference materials, instructional materials, library references, and basic classroom equipment.
In June 2006, BNHS increased its enrolment. Due to classroom shortage and oversized classes, BCSHS was then transferred to Banga Central School in the west district of the Division, along with the three grade levels of the Bayawan City Science Elementary School. It used some unoccupied classrooms of the school and the district office.
The merging of the elementary and high school paved the way for the school to be renamed the Bayawan City Science Education Center (BCSEC), as both entities share the same goals and objectives. In July 2006, Mr. Lorenzo M. Arcon was designated as the school principal of the Center. During this school year, two regular teachers of the division were reassigned to handle classes in the High School, although there was still one part-time teacher from BNHS.
In 2007, the school administrator, with the help of Mrs. Flaviana C. Benedian (Education Supervisor I), Mr. Vista, and Engr. Artes drafted a proposal to convert BCSEC into Bayawan City Science and Technology Education Center (BCSTEC) as a replication of Dr. Caridad C. Labe’s concept, School of the Future (SOF), and modeled on the existing and highly successful Lapu-Lapu City Science and Technology Education Center (LLCSTEC). Through the support of the stakeholders, the Barangay Council of Banga, where the school is located, headed by the Barangay Captain, Hon. Amador T. Antique, the newly-installed Assistant Schools Division Superintendent, Mrs. Victoria O. Galgo, and the Local Government Unit of Bayawan headed by the city mayor, Hon. German P. Saraña, Jr., the pertinent documents were completed. On November 24, 2008, through the power vested in Dr. Recaredo G. Borgonia, the Assistant Regional Director, Officer-In-Charge of DepEd Region VII, the school was recognized to operate under the name BCSTEC officially.
The school is now provided with a 1.7-hectare campus acquired through a Contract of Usufruct between the LGU and the Division of Bayawan City. It is located at the proposed government center in Cabcabon, Banga, Bayawan City. Adjacent to the school site are the City Materials Recovery Facility (CMRF) in the north, the Hall of Justice in the southwestern portion, and the Bio-Diesel Processing Center in the east. With the help of the Secondary Development and Improvement Project (SEDIP), the high school now have five buildings – one four-classroom building with comfort rooms, one science laboratory building, one home economics building with comfort rooms, one industrial arts building, and one administrative building which houses the school library, the faculty room and the guidance office. Through the various projects of the Provincial and Local Government Units, a building with two classrooms are now used for the intermediate classes, while the primary classes still occupy a few classrooms in Banga Central Elementary School.
The School continues to evolve and, with the full support of the city government of Bayawan and its educational institutions, looks forward to a bright future in the noble task of developing the brightest young minds of the city.
