Republic Act No. 4251, sponsored by Congressman Tito M. Dupaya of the First Congressional District of Cagayan and approved on June 19, 1965 by the President of the Philippines, established the school. The school was opened on February 8, 1970 by Mr. Julian A. Alvarez, the first principal assigned in the school. He constructed a three-room building. The first day of classes was on July 09, 1970 with 60 students, four teachers, and two members of the facilitative staff.
On March 16, 1971, Mr. Victorino T. Laureta (1971-1991) succeeded Mr. Julian A. Alvarez. Mr. Laureta acted as principal and in charge until the later part of 1972. In 1973, the school was placed under the supervision of the Cagayan Agricultural School Superintendent, Mr. Francisco S. Zamora. Mr. Laureta prepared a ten-year development program which was implemented and realized to completion. With the full cooperation and support of the students, school personnel, members of the community, and other government agencies, the treeless and bare land was transformed into a progressive school
Mr. Laureta was succeeded by Mr. Francisco Usita (1991-1992) as an Officer-in-Charge from September 16, 1991 to January 05, 1992. Mr. Usita left the school when he was promoted as principal Lasam National Agricultural School.
Mr. Francisco A. Guillermo took over from January 06, 1992 to April 2002. He left the school upon retirement on April 14, 2002.
Mr. Ricardo G. de Leon was the Officer-in-Charge on April 18, 2002 to January 15, 2003 until Mr. Leslie I. Oli (2003-2014), the former principal of Casibo National Agricultural School took over from January 16, 2003 to September 13, 2014.
On September 14, 2014, Mr. Virgilio Nicanor D. Balisi succeeded Mr. Leslie I. Oli. With Mr. Balisi’s administration, he wanted drastic changes among his constituents for the welfare of the students. During his administration, he had caused various changes on the physical aspect s well as academic and vocational development of the school. He also imposed good discipline among students. He had worked for the provision of school buildings for the Senior High School, and at the same time, established linkages with other offices for its implementation. A two-room building funded by the Provincial Government of Cagayan through the leadership of the former governor, Antonio A. Alvaro, has been finished. An Audio-Visual Room building initially funded by the Parent-Teacher Association (PTA) and the Supreme Student Government was also constructed. Television sets were also installed in every classroom to promote a more effective teaching-learning process.
After Mr. Balisi’s retirement, Mr. Ederlina O. Laureta was given a designation as Officer-in-Charge on September 2017. With her three months of leading the institution, she was able to initiate the implementation on the road concreting project in the school campus. The said project became possible with the help of Congressman Ramon C. Nolasco and the Parent-Teacher Association led by PTA President Johny dela Cruz. Mrs. Laureta was also able to continue supervising and supporting the Senior High School Work Immersion Program.
On November 13, 2017, Dr. Santiago P. Villafuerte was installed as the new principal with the designation as Secondary School Principal III. During his early stay in the school, he made a review of the VMOs, or the Vision, Mission, and Objectives as a guide to direct the school, and for teachers and personnel to evaluate instruction and services as well as to renew their commitment. To address orderliness and smooth flow of activities, Dr. Villafuerte also made a discussion of the so called ‘SOPA’ or the Standard Office Procedures and Activities on teachers’ responsibilities and functions. Some of the notable accomplishments of the school under his administration are the purchase of the musical combo set, which enhanced the quality of sound system during school activities, and at the same time, being utilized by students in honing their talents. The school also actively implements the APAD (A Parent A Day) for the construction of the multi-purpose building. The said project also recognizes the role of parents as stakeholders. Another major project of his administration is the reconstruction of the covered walk and a landmark bearing “I love BNAS”. The Mamba Gym was also inaugurated and awarded to the school by the Provincial Government of Cagayan through Governor Manuel N. Mamba, which is now of being used as a learning space catering to various school activities.
On academic and vocational performance, students have staged the banner of the school not only in the regional but even landed in national competitions. The school also religiously implements the English-Filipino Rule to students as well as teachers. This is to train students to use the language and eventually improve academic performance, as most subjects use English as the medium of instruction.
Knowing the importance of stakeholders in the management of school, Dr. Villafuerte even builds a stronger bond and a more productive partnership with them.
With the growing number of active students, committed and dedicated teachers and staff, supportive stakeholders, and the visions of Dr. Santiago P. Villafuerte, the first principal-alumnus of Baggao National Agricultural School, this institution shall improve from its previous best.
