In 2006, Aparri East District was divided into two districts where Aparri South Educational Zone was born housing less than a hundred of teachers and eight schools where Toran Elementary School is one of it. The school was then renamed to Aparri South Central Elementary School by virtue of a resolution initiated by Mr. Pedro O. Rapanut, an Education Program Supervisor and as the officer In-Charge concurrently of the district. The said resolution was approved by the Local School Board of the Municipality of Aparri in September 19, 2009.
Aparri South Central Elementary School is the frontier school in the south. It has a land area of 11,065 square meter. The school is not just an ordinary place of learning. It has proven its name of producing national qualifiers among teachers and pupils. A lot of awards was garnered by the school.
