BRIEF HISTORY OF FRANCES NATIONAL HIGH SCHOOL

The vision of having a secondary school in Barangay Frances was realized through the efforts of our local officials particularly the former Secretary of the Department of Tourism, Secretary of Agrarian Reform and former Bulacan Governor, Hon. Roberto “Obet” M. Pagdanganan. The school enables the youth from Barangay Frances, Gatbuca, and San Miguel to finish their secondary course with lesser financial difficulties.

In June 1997, the first one hundred First Year students occupied two classrooms of Frances Elementary School. The first mentors were Mrs. Eileen C. Manlapig, Mrs. Ma. Teresa N. Fajardo and Mrs. Herminia E. Agustin. The school was administered by Mrs. Imelda C. Mendoza, Head Teacher III/ Officer-in-Charge. The students were housed in the newly constructed two-storey building with six-classroom was built courtesy of Congressman Wilhelmino M. Sy-Alvarado in July 2008.

The first commencement program was held on April 2, 2001 with 99 graduates. A revamp of the school head took place in July 2001. Mrs. Cornelia S. Soyosa, Teacher III from Sta. Lucia High School was appointed as the new Officer-in-Charge(OIC) of Frances High School. Another two-storey building was constructed through the efforts of Governor Josefina M. Dela Cruz. The school continues to grow with 584 students during the school year 2002-2003. A school building was constructed from the Department of Education. Students from nearby towns in Pampanga flock to the school that helped increase the enrolment.

On July 21, 2003, another revamp of the school head was held. The school’s OIC, Mrs. Cornelia Soyosa was transferred to Tabang High School in Plaridel, Bulacan and Mrs. Teresa P. Garcia from Taliptip National High School in Bulacan, Bulacan was hailed as the new Officer-in-Charge of the school. The school continues to grow and develop and became known in the Division of Bulacan as one of the performing schools in the province. Another school building was granted by the Department of Education.

On October 2005, Ms. Julieta P. Bulos was hailed as the new Principal I of Frances High School. The school totally developed in terms of academic performance, faculty growth, physical facilities, and student leadership. Two-storey, four-classroom building was constructed in 2006, two-storey granted by the Provincial Government of Bulacan, two-classroom building were constructed also in 2006 granted by the National Government. In 2007, two-storey, two- classroom building was constructed given by the National Government. Two-storey, two classroom building was constructed in 2010 and another in 2011 both funded by the National Government. Because of the school’s growth and development with the number of students, faculty members, and achievements, the school attained its status as a National High School in 2012 granting full autonomy to the school.

Due to increasing enrolment, the San Miguel-Meysulao High School was established in 2012 in Barangay San Miguel and served as a satellite campus of the school. Several teachers from Frances National High School were designated. In 2014, Mrs. Evangeline Pangan, after her promotion as Head Teacher I, served as the Officer-in-Charge of San Miguel-Meysulao High School.

After almost 10 years of serving the school, Ms. Julieta P. Bulos, Principal III of Frances National High School, was transferred to Sta. Monica National High School and Mrs. Rosario L. Tamayo took over. In 2015, an additional two-storey, eight classroom building was constructed which was granted by the National Government. The building was housed by Grade 10 students.

For almost two years of service, Mrs. Tamayo was transferred to Ramona Trillana High School in Hagonoy, Bulacan on June 13, 2016. Mrs. Mina Gracia L. Acosta was appointed as the new Secondary School Principal III the school concurrent to her position as Assistant Schools Division Superintendent. Mrs. Elaine DJ. Dela Cruz, Head Teacher I of the Science Department, was designated as the Officer-In-Charge of the school. She was promoted as Assistant School Principal II and continued to supervise the school. Then, she was transferred to her new station as the Assistant School Principal II of the Senior High Department of Calumpit National High School.

On October 2019, Dr. Ronaldo San Luis Castor was installed as Secondary School Principal IV of Frances National High School and served for a school year. Then, Mrs. Ellen C. Castillo, Head Teacher III of the Science Department, was assigned as the School Officer-in-Charge from the school year 2020-2021 and 2021-2022. After she transferred to Lydia D. Villangca Trade School, Mrs. Melgee A. Canare, Head Teacher III-English, took office as the School Officer-in-Charge until Doc. Virginia S. San Gabriel was officially installed as the new Secondary School Principal IV of Frances National High School held on January 20, 2023.

FNHS offers a good quality of education both for junior and senior high school students for all the residents of Frances and nearby barangays and towns as well. The school is offering Grades 7 to 10 for the Junior High School Department and General Academic Strand (GAS), Science, Technology, Engineering and Mathematics (STEM) and Technical Vocational Livelihood (TVL) with specialization in Home Economics and Information and Communications Technology for the Senior High School Department. Frances National High School, with the dire support, loyalty, and dedication of the faculty members, continues to gain popularity as a competent public secondary school in Bulacan.
