The history of an institution as one writer has said reveals the moment of its immortal greatness. However , it does not only reveal the moment of immortal , but it also enables one to imagine the sacrifices and efforts of those who have founded and championed its existence . Thus in so doing , these efforts serve as challenge to the younger generations to achieve more.
The school was founded through the initiative of then Honorable Congressman Edgar Ramones Lara , the Second District Representative of Cagayan who sponsored R.A. 7775 mandating the creation and establishment of a National High School with the name Callao Norte National High School or CNNHS, was opened to cater the educational needs of Lasam populace along the river side which under the immediate supervision of the School Head of Western Cagayan School of Arts and Trades ( WCSAT) then , Mr. Edilberto O. Garcia , an exemplar of versatile leader.
Like some other schools , Callao Norte National High School had its lowly beginnings. It started as a barrio High School in 1994 but later its name was changed to Callao National High ( CNHS )with its borrowed building at Callao Elementary School at Callao Sur ,Lasam , Cagayan . The school then had its 3 pioneer teachers namely Dr. Jerry M. Castillejo, Mrs. Carolyn S. Borja and the late Mrs. Polly E. Ursua under the supervision of Mr. Wilfredo Jurado , the retired Principal of Callao Elementary School. The 3 teachers were called Guerillas that time because they started with nothing… No room, no salary , no chairs , no chalk ,and no book . They were liken to warriors without guns and bullets because though there had been no permit yet to operate , they just started SY 1994-1995 as ordered by the Schools Division Superintendent Sir Alan through the request of the founder sir Edgar Lara while waiting for the release of its permit likewise the three pioneer teachers were given the order to teach voluntarily. Classes started with all the instructional materials like books and chalk borrowed and asked from the nearby High schools in Lasam like WCSAT and Cabatacan NHS . Some were donated by civic spirited Lasamenos specially the teachers of Callao Elementary School .The pews as chairs of the 56 pioneer students in which your Ma’am Rosalie Astrera was one among them, were borrowed and carried from the San Roque Chapel of Callao Norte. After a year of having shared the room of Callao Elementary School , the people who were much desirous to have a high school separated to another site agreed to construct a new building for the high schoolers. Because of the love and concern of the Barangay Captains of Callao Norte and Callao Sur that time ,Hon. Flor Calaustro Sr. and Hon. Reynaldo Oracio respectively, with the assistance of Callao Elementary School Principal , Mr. Wilfredo Jurado looked for a lot vendor for the school site where to erect a new high school building. When they were not able to find lot vendor, they convinced Hon. And Mrs. Flor Calaustro ,Sr. to sell one hectare or 10,000 square meters of their rice field where our school campus is now located . It was S.Y. 1994-1995 when two new classrooms were constructed. This of course was happened with the undying support of the founder, Hon. Edgar Ramones Lara . While the buildings were under construction , one of the classrooms of Callao Elem. School was offered to house the students. So great that the two classrooms were completed and inaugurated in September 1996 and readied for the next school year. The students then had their different air of environment and felt more excited and comfortable since the school campus was wider for them to roam around and wander freely. Same year when the school permit was issued ….
That time that the students transferred to the new school campus , and in order for Mr. Garcia to fully attend to the management of WCSAT located at Centro 3, Lasam , Cagayan, Dr. Jerry M. Castillejo was instituted to resume the leadership of the school as Head Teacher III and at the same time the Officer In-Charge . His leadership as School Head of Callao National High School was married with unparalleled accomplishments that undoubtedly showcased his incredible influence and exemplary leadership skills which are very indicative of a successful and victorious principal because a lot of monumental projects and memorable accomplishments were achieved and completed during his administration that included the creation of Principal I Item , Master Teacher I position , some teacher items for CNHS, titling of the school lot , construction of almost all the classrooms of CNHS and construction of the gymnasium.. His transfer to his next assignment under the capacity as Principal I at Casambalangan National High School , Sta. Ana ,Cagayan prompted the immediate assumption into office of another proactive leader , Dr. Emelynne U. Agcaoili . Her leadership as School Head in CNHS was truly memorable experience with her teachers and community folks because she nevertheless responded to her duties and responsibilities as a competent school principal with commitment and unquestionable devotion in her service .The promotion of Dr. Emelynne U. Agcaoili as Principal I at Baua National High School prompted the immediate takeover of a performing proactive , political ,purely dynamic , patiently workaholic and an output oriented school leader , Dr. Lolita C. Unida . The massive improvements and accomplishments that she initiated and finished in CNHS and the sterling glory gained by the school in its participation to one of the most coveted competitions both in the Division of Cagayan and in the region as one of the “ Best Implementer of Solid Waste Management “ through her leadership had undoubtedly marked an indelible imprint in the mind of every member of CNHS family and people of the community of an honest, truly credible , effective and efficient school leader who could aptly lead the teaching personnel of Callao National High School towards excellence in all the school’s dreams and aspirations. Dr. Unida served for more than four years as Principal I of CNHS , and then she was transferred to Gattaran National Trade School for a promotion having attain a Principal II item from a Head Teacher III position that best speaks of her competence as a school leader . Next on the line was a poignantly composed school administrator, Mrs . Elisa B. Laggui who resumed the office after the transfer of Dr. Lolita Unida.. The reshuffling however, of the assignments of secondary school principals in the Division of Cagayan rendered Mrs. Laggui to be transferred at Calaoagan Dackel National High School at Gattaran, Cagayan on June 2012 that made her stay in CNHS as Principal for barely more than a year , but her fleeting leadership stint at Callao National High School will always be remembered for letting her subordinates feel the essence of being humane as a leader which she vividly sensationalized in her leadership style as she exuded in her personality the value of being understanding, calm, humble and approachable. Needless to say that the construction of the present Principal’s Office was initiated by her and successfully solicited substantial amount from the provincial government as starting fund for the construction of the school library ( Converted as TLE room for the measntime) , covered walk , guard house and waiting shed at the gate. Next on the row was the late Dr. Bervy C. Domingo who took over the place of Mrs. Laggui but she only stayed in the school for more than two weeks since she opted to be absorbed at the DepED Regional office serving the capacity of Regional Education Supervisor I in English but her charm and influence etched a special place in the hearts of her teachers with her fleeting stay at CNHS through the wisdom that she radiated and prominently displayed in making wise decisions . The next is a humble, determined and aggressively dedicated school principal Dr. Santiago P. Villafuerte who resumed the office just after Dr. Domingo finally accepted her appointment at the regional office. Being a principal of CNHS is for him both a fulfilment of a dream and a great challenge. Fulfilment of a dream because CNHS was his first assignment as a principal and a great challenge because as a neophyte in school leadership , there are a lot of responsibilities to be looked into and one of these is to particularly translate into reality the vision and mission of Callao NHS. The school and the community folks have a lot to expect from him but his baptismal accomplishment characterized by his determination to finally hire the two detailed teachers of CNHS for more than a decade whose items are included in the plantilla of Sta Praxedes NHS including the lone PSB teacher and to finally patronized one of the products of his paternalistically unquestionable commitment and competence for the people of Lasam particularly at CNHS , of being workaholic and influential leader who can ably and definitely propel the wheels of CNHS ‘s leadership machinery towards attaining the vision and mission of CNHS.
As years rolled by, CNHS bravely faced multifarious challenges in order to meet its goals and objectives. On August 2016, Mr. Arthur M. Cariaga ( a co –teacher of Dr. Villafuerte at Baggao NHS) manned the school as successor of Dr. Villafuerte who was then promoted as Principal II at Baggao School of Arts and Trades , Baggao, Cagayan.
Mr. Cariaga was assigned to CNHS with the designation as Master Teacher II / Teacher In-Charge . He accepted the responsibilities of leading a school wholeheartedly…He then continued the unfinished projects of Dr. Villafuerte. Mr. Cariaga must have been a great achiever too ,because of his short stay at CNHS , he was able to purchase and provide the needs of the school like sala set in the office of the principal, plastering and construction of additional plant boxes, installation of additional faucets , construction of washing areas, purchase of more kitchen utensils, grass cutter, stand fans, and others and more importantly, he was the only principal who provided instructional needs of the teachers from the M.O.O.E. of the school . Much to his desire to stay longer at CNHS but because of the reshuffling of school heads in the Division of Cagayan, he did nothing but to humbly accept his next assignment at Allig Valley NHS , Allacapan , Cagayan.
When Mr. Cariaga left last Sept. 2018, Dr. Dionicio D. Bautista III, the Head Teacher III of the school was given the Designation by the Division Office of Cagayan to act as the Officer In- Charge while the next principal assigned was on leave abroad in the person of Dr. Jerry M. Castillejo. Dr . Bautista took charge of the school for less than a year. He also managed the school to the best way he can . With his experiences in his administrative position ,he was able to display his unique leadership style so as to solve every problem arose during his administration.
Finally, on June 01, of S.Y. 2018-2019 came back one of the guerrillas teachers of Callao National High School but not as a classroom teacher anymore instead a versatile and experienced administrator who managed and brought changes to his original destination no other than Dr. Jerry M. Castillejo served the capacity of Secondary School Principal III….So CNHS family was very thankful because according to him he chose Callao NHS instead of Cabatacan NHS to render his last 1 S.Y of service in the DepED . He really wanted to provide quality service not only to the whole students’ populace but to the whole residents along the riverside of Lasam. He believed that he could make or implement more worthy accomplishments which will serve as his monuments. With barely 1 year o of serving his original school assignment CNHS , he was able to make instant and magical transformations through the numerous achievements he made. To name them, these include the following: Relocation of the School site financed from School Education Fund ( SEF and) given by the Local Government Unit (LGU), Fencing the southern part of the Senior HS Building with concrete posts and burb wire, purchase of 1 unit of Overhead Projector , Recycling and reusing the damaged parts like galvanized iron and posts of the School Gymnasium destroyed by Typhoon Ompong by constructing Covered walk from the school gate connecting the Principal’s Office and all other buildings both in the Junior and Senior High School Departments , the School Battle Cry : CNHS: A bridge in reaching Success and Transformation “, was created and painted on top of the covered walk . He also improved the School Directory and School Logo with the Lasam Hymn and School Hymn, the school marker where the Salient Features of CNHS can be read was also constructed in front of the Principal’s Office, and above all the most attractive physical structure of the School, the School Identity : ‘ I LOVE Callao NHS besides the Flag pole was constructed from the General PTA Fund as their project for SY 2018-2019. Aside from these structures , with his short stay of coming back to CNHS, truly his management and leadership styles are incomparable to previous administrators which make everyone among his subordinates never forget him. With his numerous achievements and harmonious relationship among his teaching staff, sir Jeng as we fondly call him will forever be remembered in the hearts and minds of every member of CNHS FAMILY . However , sir Jeng bid goodbye to the Dept. of Education , which means his retirement took effect last June 01, 2019 whom he assigned again Dr. Dionicio D. Bautista III, our Secondary School Head Teacher III to take over for the meantime his position as School Head as confirmed with the Assignment Order and designation issued by the Schools Division Superintendent , Sir Denizon Domigo on June 11,2019. Since then Dr. Bautista III, resumed the position of Officer In-Charge who carried the burdens of solving all issues and concerns of the school until it was revoked last June 25, 2019 when CNHS WAS surprisedly visited by our Public Schools District SupervisorM sir Arnolfo D. Espanol and the LRMC Supervisor , Sir Nicoye to install the new school head who will act as the Secondary School Principal I whom we expect to bring more changes or improvements to CNHS in the person of Mary Ann Cuntapay Ballungay, from Gattaran Cag. But by heart, she is also our townmate because she got married to Mr. Nelson Ballungay of Cabatacan. She is the former Principal I of Cataggamman NHS, Tug, City. She only stayed with the CallaoNHS family for 1 year and 5 months. She was replaced by Ma’am Emelita P. Collado, Principal II from Western Cagayan School of Arts and Trades and resumed the office last Decemeber 1, 2020. She continued implementing the Basic Education Learning Continuity Plan (BELCP) and other programs ,projects and activities that will make Callao NHS soar high.
The tangible achievements within the school are greatly attributed to the past and present school heads , to the people of the community and to everybody whom with great dedication worked for a better and brighter CNHS.The school after 26 years of existence as an institution of learning which is manned by a group of individuals which include the 15 dedicated, commited and enthusiastic teaching staff headed by our new Principal ma’am Emz had vowed to meet the challenges of achieving and fulfilling the mission and vision of Callao National High School.
With the new school head we have possessing unique leadership style and unparalleled management technique, the CNHS family expecting her to bring uncomparable innovations and development for the school.
