HISTORICAL BACKGROUND
Originally, the barangay of Ulingao, is one of the agricultural barangays in the town of San Rafael, which has a total population of 3,200, which is headed by Brgy. Captain Celso F. Hipolito.
Farmers are most common people in the community. Others are engaged in piggery, poultry and vegetable gardening, construction workers, tricycle drivers, dressmaker/sewer. Twenty percent (20%) of the total populations are farmers, 10% are dressmakers, 10% are employees, 10% are businessman and 10% are sales retailer.
Peace and order in the community is not a problem. Barangay ordinances are being implemented and followed by the people in the community. Programs and projects like clean and green, health and nutrition and others are being taken care off by the barangay officials. Celebration of the feast usually scheduled every 4th Sunday of April. During the said celebration sports and other cultural presentations will be seen.
People in the community can be considered as work-oriented, family oriented and God fearing. They prioritize the education of their children. Their helping hands are always ready to lend and support the needy.
Through the effort of the former Barangay Captain Menandro Santos and Engr. Ereneo Villngca the Ulingao Primary School has been established. Engr. Ereneo Villangca assisted greatly with the completion of the school. He holds the highest contribution behind. He donated a portion of land to transpire the dream of all the people of Ulingao to have a barangay school.
In 1997, there were only two classrooms for grade one. Ma’am Marivic Flores Lombo was the first teacher. Every year another grade level was added until such time that it become a complete elementary.
The school became a complete elementary school during the time of Ms. Dolores Gatuz, she was the teacher in-charge from July 2004 up to January 2006.
