The Nagrangtayan-Magacan Elementary School started as Nagrangtayan Primary School. It was first situated in the residence of Miss Isabel Q. Donato at Nagrangtayan, Sachez Mira, Cagayan. It was then a combination class of Grades One and Two and Grades Three and Four. The teacher was Mrs. Romana Casil of Centro 2, Sanchez Mira, Cagayan and a certain Mrs. Navarro. It was situated in a residence in Barangay Nagrangtayan because there was no available lot and building yet. But when there were lot donors, the school started to bloom in a location along the national highway in Barangay Magacan.
Nagrangtayan-Magacan Elementary School was established in Barangay Magacan. But in its initial years, the school was named Nagrangtayan Elementary School because Magacan was a former sitio of Barangay Nagrangtayan. It was in 1910 when Magacan was created as a barangay. That’s why when the school was established in 1952, it was named Nagrangtayan-Magacan Elementary School.
From the regular session of the Municipal Council of Sanchez Mira, held at the Session Hall, Saturday, May 31, 1953 in lieu of Sunday, June 1st, 1953, the Deed of Donation of Lands executed by the Parents-Teachers Association of Nagrangtayan Barrio School as represented by its President Mr. Salvador Cenal in favor of the municipality of Sanchez Mira for the exclusive use of school purposes was presented to this body for acceptance.
A parcel of land was sold by Mr. Gonzalo Papa in the amount of two hundred fifty pesos only(P250.00) with an approximate area of 1755 square meters with an assessed value of three hundred fifty pesos(P350.00) in April 1952. Francisco Ilacas also donated a parcel of land with an area of 1375 square meters in April 1952. Salvador Cenal donated an area of 1200 square meters with an assessed value of fifteen pesos(P15.00). And then another 660 square meters with an assessed value of one hundred ninety-eight pesos(P98.00) was donated by him in March 1953.
In 1994, one of the heirs of Julian Ilacas in the person of Juan Ilacas desisted the ownership of the lot which his father sold. Due to that reason, the case was brought to court in the same year.
With the thorough consideration of evidences such as Deed of Sale, testimony of Delmer Ilacas, a brother of the defendant and PTCA and Barangay people, a decision in favor of the plaintiff against the defendant was warranted. So a decision was rendered declaring the plaintiff the lawful owner of the land in suit.
The decision may be in favor of the Nagrangtayan-Magacan Elementary School, the claimant still pursued their claim. But the teachers and administrators stood firmly that the said parcel of land belongs to Nagrangtayan-Magacan Elementary School. To strengthen their claim, they resorted to harassment and violence. Whenever PTA Officers and Members come for YCAPs they shoo them with bolos. Sharpened pegs were also thrown to parents. The violence and threat occurred on a daily basis. That situation prompted the school head, teachers PTA Officers and Members to decide for a solution. Just to end the violence and threats, they were forced to give an area of 20 square meters and an amount of three thousand pesos(P3,000.00) witnessed by Barangay Officials of both Magacan and Nagrangtayan. With the presence of the sheriff, policemen, Barangay and PTA Officials, a concrete fence was erected to keep them away from the school premise. After concreting of the fence, the trouble stopped until the last months of 2017.
On October 2017, all the siblings of Juan Ilacas, the same people who caused havoc in the past came as one to seek from the teachers the deed of donation so that they can legally own the said parcel of land. But the teachers stood firmly that the parcel of land was not donate but was grabbed. Until now, there is no follow-up from them.
